This amendment (0001) to solicitation 1333ND26RNB190009 incorporates the following changes:

• The "Instructions to Offerors" document has been superseded and replaced in its entirety by "Instructions to Offerors, Rev. 1".

• The Offer Due Date remains unchanged at May 6, 2026, no later than 5:00 PM (MT).

• No other changes are made by this amendment.

• "Instructions to Offerors" (superseded and replaced by Rev. 1).

• Section M, Evaluation Factors for Award, specifically M.1 Instructions to Offerors Rev. 1.

• The Offer Due Date remains May 6, 2026, 5:00 PM (MT).

• Offerors must use the updated "Instructions to Offerors, Rev. 1" for their proposal submissions.

Solicitation / RFP / RFQ

This solicitation is for the NIST Sitewide Handrail Project, managed by the Facilities Maintenance Division. The project aims to remove existing lower railings and install new middle railings to meet ADA standards and improve snow removal. The goal is to provide safe, accessible means of support for building occupants and visitors, ensuring full compliance with the 2010 Americans with Disabilities Act (ADA) Standards for Accessible Design and applicable OSHA requirements.

• Construct, modify, and install permanent ADA-compliant handrail systems on the NIST Boulder Campus.

• Remove existing bottom guardrails and grind surfaces smooth.

• Install handrails on both sides of all stairs and ramps.

• Handrails must meet specific geometric and graspability requirements (diameter, perimeter, no obstructions).

• Handrails must be continuous, with smooth, non-slip surfaces.

• Install handrails at a consistent height between 34 and 38 inches.

• Install horizontal handrail extensions at the top and bottom of stairs and ramps, with minimum extensions of 12 inches.

• Handrail ends must return smoothly to a wall, floor, or post, or be rounded.

• Specific work includes: Building 1 Wing 3 Ramp Handrails, Building 1 Annex D Handrails, Building 3 Front Entrance Handrails, Building 22 East Entryway Staircase Handrails, and Building 1 Wing 3 and 6 Dock Stairs and Handrails.

• Contractor must remove the lower railing and install middle railing.

• Contractor must match existing exterior paint scheme or equivalent.

• Contractor must submit sleeve specifications for COR approval.

• Contractor must submit weather-strip tread specifications for COR/NIST approval.

• Contractor must submit concrete mix design and compaction test results for COR/NIST approval.

• Contract Type: Negotiated (RFP)

• Period of Performance: 90 days from the issuance of the Notice to Proceed.

• Estimated Value: Total small business set aside, NAICS 236220, Small Business Size Standard $45.0 Million.

• Offers are due by 5:00 PM MT on May 06, 2026.

• Verbal explanations before award are not binding.

• Offerors must acknowledge receipt of amendments.

• Evaluation will be based on Factor 1: Technical Approach, Factor 2: Schedule, and Factor 3: Price. Factors 1 and 2 are approximately equal in importance and combined are more important than Factor 3.

• This acquisition is a total small business set aside.

• A pre-proposal site visit is highly recommended.

• A post-award construction meeting is required.

• Contractor must confirm all locations, conditions, and dimensions in the field with the COR.

• Weekly progress meetings are required on site once construction commences.

• Any award is subject to the City of Boulder Sales/Use Tax.

• Notice to Proceed will not be issued until the contractor's Site Specific Safety Plan has been accepted.
