This solicitation is for the procurement of NLDS 90x90 Pad Conex Sunshades. The acquisition is set aside 100% for Small Business.

• One (1) NLDS 90x90 Pad Conex Sunshade with specific dimensions (34' Wide X 70' Long X 25' Center Height X 19' Side wall).

• Material: Tan, Flame-Retardant PVC Coated Laminated fabric with Polyester Scrim (28 OZ. Cover).

• Frame: 24" Heavy Wall ASTM Zinc Tubular Steel with z-bar truss design on 10' centers.

• Includes Trim Kit, Installation, Lighting Protection, and Shipping.

• Product Service Code: 5410.

• Pricing Arrangement: Firm Fixed Price for all line items.

• Period of Performance: 12 weeks from the date of award receipt for delivery.

• Offer Due Date: April 30, 2026, 12:00 PM.

• Payment will be made via Wide Area WorkFlow (WAWF).

• Inspection and Acceptance will be at the Destination (FOB Destination).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for the installation of a sunshade at Edwards AFB, CA. The contractor will provide all labor, materials, tools, and equipment for the construction, delivery, and installation of the sunshade.

• Installation of a 34' Wide X 70' Long X 25' Center Height X 19' Side wall sunshade on an existing 90’x90' pad west of ramp 10.

• Site preparation, erection of safety barricades, site clean-up, and demobilization.

• The sunshade shall be tan/beige and have an open-ended design.

• Lightning protection and grounding system installation per UL96A Codes.

• Structural requirements include engineering to withstand 110 mph sustained winds, and compliance with Edwards AFB Design Standards for roof snow loads and seismic loads (ASCE 7-10 Seismic Design Category D).

• Delivery Schedule: 12 weeks or less from contract award to completion.

• Work hours are 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays.

• Work must be coordinated with the 412 MXG/MXOL Site Support office at Edwards AFB, CA.

• Compliance with UFC 3-301-01, UFC 3-310-04, MIL STD 3007, FAA specifications, Military Specifications, Unified Facilities Criteria (UFC), Air Force Instructions (AFI), and Edwards AFB Standards.

• Contract personnel operating on the flightline will be escorted and must adhere to all flightline rules and regulations.

• Contractor shall provide drawings, warranty information, material samples, product data, and a proposed work schedule for Government review and approval.

• Contractor shall provide all tools, material, and equipment; no Government Furnished Property (GFP) is anticipated.

• Strict adherence to environmental protection measures, including spill response, recycling, and litter control.

• Compliance with all base security regulations, including background checks, base access procedures (Edwards AFB Form 496), and force protection condition (FPCON) measures.

• Antiterrorism Awareness Level I training and OPSEC Training are required for contractor employees.

• Adherence to OSHA requirements and prompt reporting of any mishaps.

• Compliance with environmental management measures, including those related to desert tortoise protection, cultural resources, and hazardous materials.
