Scope of Work
The requirement is for one (1) NLDS 90x90 Pad Conex Sunshade, measuring 34' Wide x 70' Long x 25' Center Height x 19' Side Wall. The sunshade must be tan, flame-retardant PVC coated laminated fabric (28 OZ. Cover) with a 24" heavy wall ASTM zinc tubular steel frame. The scope includes the sunshade, trim kit, installation, lightning protection, and shipping. The contractor will be responsible for all labor, materials, tools, and equipment for construction, delivery, and installation on an existing 90'x90' pad. This also involves site preparation, safety barricades, clean-up, demobilization, and installation of a lightning protection and grounding system per UL96A Codes. The structure must withstand 110 mph sustained winds and comply with Edwards AFB Design Standards for roof snow and seismic loads (ASCE 7-10 Seismic Design Category D).

Submission Requirements
Offerors must submit a complete quote via email, including the attached SF 1449 and a separate PDF quote. The quote must contain information and pricing for all Contract Line Items (CLINs) on the SF1449. Required contractor information includes SAM UEI, TIN, CAGE Code, Contractor Name, Payment Terms, Point of Contact, Email, Warranty, Offer Expiration Date, FOB Destination, and Estimated Delivery Lead Time. The maximum email file size is 10MB. Offers will be considered incomplete if applicable provisions from SF1449 are not included.
Evaluation Criteria
Award will be made based on the Lowest Price Technically Acceptable (LPTA) methodology. The Government will rank quotes by price (lowest to highest) and evaluate the lowest-priced quote for technical acceptability. Technical acceptability will be rated as satisfactory or unsatisfactory based on the ability to provide the NLDS 90x90 Pad Conex Sunshade. The Government intends to award without discussions but reserves the right to conduct them if necessary.
