This is a combined synopsis/solicitation for the rental of a temporary high pressure nitrogen gas tube trailer. The Portsmouth Naval Shipyard (PNSY) requires this equipment for High Pressure Nitrogen Flasks Charging Operations at NLON, Groton, CT.

• Rental of one (1) Nitrogen Gas Tube Trailer for the period of 04/27/2026 to 05/31/2026.

• Trailer must be DOT rated, deliverable, and capable of being left for use for up to 30 days, with replacement as needed.

• Pressure vessel testing certifications must be up-to-date and valid for the duration of use.

• Nitrogen supply must be high pressure (2000-4500 psig) in volumes of 27,000 to 81,556 scf.

• Trailer specifications: standard N2 tube sizes (20' x 6'), 10-99 tubes, length not exceeding 29 ft., horizontally mounted and secured for transport.

• Transition fitting must be provided with documentation of operational pressure rating.

• Startup training by the vendor is required.

• Nitrogen must meet A-A-59155, Grade A or B, or MIL-PRF-27401, Type I, Grade B or C, or CGA G-10.1, Grade L or M.

• Vendor must provide a Certificate of Compliance (COC) or purity report for every batch.

• Equipment must meet Level II cleanliness standards.

• All equipment must comply with OSHA Safety and Health Standards (29 CFR 1910), ANSI/AMT B11.19, ANSI/AMT B11.22, ANSI/AMT B11.23, and ANSI/AMT B20.1.

• Equipment must be OSHA approved and listed by an OSHA accredited laboratory.

• No hazardous materials are permitted.

• Contractor shall provide maintenance, repair, and emergency support within specified timeframes.

• Deliverables include operating instructions, Equipment Data Sheets (EDS), technical documentation, maintenance schedules, and points of contact for emergency repair.

• Contract Type: Request for Quote (RFQ).

• Period of Performance: Base period 04/27/2026 - 05/31/2026.

• Place of Performance: NLON Groton, CT.

• Vendors must be registered in the System for Award Management (SAM).

• Quotes must include completed RFQ pricing and information pages, and a technical submission demonstrating compliance with specifications.

• Technical submission must include Manufacturer Name and Model Number, brochures, technical specifications, and any exceptions taken.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Technical Acceptability (meeting specifications and document capabilities) is a primary factor.

• Past performance will be reviewed using CPARS/FAPPIIS.

• Response Deadline: 04/11/2026 at 1500 PM EST.
