This solicitation is for construction services to perform an electrical system upgrade and roof replacement within the Biology Compound at Bitter Lake National Wildlife Refuge in Roswell, New Mexico. The U.S. Fish and Wildlife Service (FWS) is the issuing agency.

• Replace existing non-compliant electrical service with a new 200 amp, 3 phase main panel.

• Repipe and refeed electrical distribution to multiple buildings.

• Bring all associated components into compliance with current electrical code.

• Remove approximately 2,863 square feet of the existing built-up roof on the historic 1937 CCC constructed Biology Building.

• Install a new fleece back membrane roofing system with all required flashings, terminations, penetrations, and accessories.

• Maintain and protect the historic integrity of the structure.

• Furnish all labor, materials, equipment, transportation, and supervision.

• Contract Type: Firm-Fixed-Price.

• Estimated Project Range: Between $25,000.00 and $100,000.00.

• Period of Performance: July 1, 2026, to July 31, 2026.

• Completion Deadline: July 31, 2026.

• Offers are due by 06/15/2026 at 1700 local time.

• Sealed offers must be marked with offeror's name and address, solicitation number, and due date/time.

• Public opening of sealed bids will occur at the due date/time.

• Award will be made on a Best Value basis considering price and factors other than price (Technical and Past Performance).

• Site Visit: Scheduled for June 10, 2026, at 0900 local time. Registration and meet-up location details are in Section L.

• This acquisition is a Total Small Business set-aside. Only responsible sources with Small Business status will be considered. Offers from non-Small Business concerns will be considered nonresponsive.

• Bonds: A payment bond is required for awards over $35,000. Awards over $150,000 will require both a payment and purchase bond.

• Offerors must complete the "Offer" section of Standard Form 1442.

• Offers must be accepted within 30 calendar days after receipt of award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, materials, equipment, and supervision necessary to complete electrical system upgrades and roof replacement within the Biology Compound at Bitter Lake National Wildlife Refuge (BLNWR), Chaves County, New Mexico.

• Electrical System Upgrade: Rebuild the existing electrical service to meet current electrical code requirements. This includes installing a new 200-amp, 3-phase main breaker panel and associated breakers, and repiping/refixing power feeds to existing buildings.

• Roof Replacement (Biology Building): Remove and dispose of approximately 2,863 sq. ft. of the existing built-up roof system. Install a fleece-back membrane roof system adhered with low-rise foam adhesive, including all necessary flashings, terminations, and accessories to ensure a watertight system.

• Historical Integrity: All work must protect and maintain the historical integrity of the 1937 CCC-constructed Biology Building.

• Full compliance with current electrical code during installation.

• Maintaining protection of historical resources.

• Contractor shall ensure all workers possess appropriate safety training, PPE, certifications, and insurance.

• All activities must comply with OSHA standards.

• Material Safety Data Sheets (MSDS) must be supplied for any hazardous materials brought on-site.

• All incidents must be reported per OSHA requirements.

• Location: Bitter Lake National Wildlife Refuge, Biology Compound, 4265 E. Pine Lodge Road, Roswell, NM 88201.

• Timeframe: This is an emergency requirement. All work must be completed as soon as possible but no later than Friday, 31 July 2026.

• Work Hours: 7:00 AM–4:30 PM, Monday through Friday. Work outside these hours requires written Government approval.

• Contractor is responsible for all means, methods, techniques, sequences, and procedures of construction.

• Contractor shall provide all transportation and equipment necessary for project execution.

• Contractor shall provide competent onsite supervision at all times.

• Contractor shall remove all construction waste and debris from Refuge property daily.

• Contractor is responsible for repairing any damage to Refuge property caused by project activities.

• No Government property, facilities, equipment, or materials will be furnished. Contractor may use the onsite RV hookup using their own equipment and utilities.

A scheduled site visit will be held on Wednesday, 10 June 2026 at 0900 local time. Attendance is encouraged for all prospective bidders, contractors, and subcontractors.
