• The form allows for the submission of up to three projects similar in size and complexity to those stated in the SOW/PWS.

Statement of Work (SOW) / Performance Work Statement (PWS)

To restore native grassland on Altus Air Force Base by seeding two designated locations.

• Procure and transport native grass seeds according to USFWS specifications.

• Seed a 21.87-acre area (West Location) and a 4.97-acre area (6.4 Acre Location).

• The 6.4-acre site will be prepared by the Government, excluding any remaining open space.

• The West Location (bermuda grass) will be treated with herbicide and burned by the Government prior to seeding.

• Seeding must be performed without tilling.

• Specific seed mixes and application rates are detailed for both native grass and turf grass areas.

• Location: Altus Air Force Base, West Location and 6.4 Acre Location, Altus, OK.

• Work hours: Monday-Friday, 0600-1800 during daylight hours.

• Work period: Between date of award and March 24th, 2026.

• Deliverables and final billing due by March 24th, 2026.

• Must be capable of effectively seeding native grass seeds without tilling.

• Must meet Altus AFB security access requirements.

• Must coordinate access with Altus AFB and provide required documentation.

• Must coordinate all work with FWS staff.

• Must provide an orientation meeting, monthly updates, and a pre-seeding meeting.

• Must develop a detailed work plan with a timeline.

• Must obtain and transport all field equipment, grass seed, and supplies.

• Any unused seed shall be transferred to USFWS upon project completion.

• Contractor is responsible for hazard identification, fall protection, and excavation safety.

• Acceptance contingent upon successful seeding according to specifications (depth, rate, method).

• Quality control checks will be conducted by a USFWS biologist.

• Acceptance based on visual inspection confirming ≥95% coverage of designated areas.

• Deliverables include a draft and final work plan, and a written summary of acreage seeded, seeding depth/rate, seed quantity used, and remaining seed quantity.

• USFWS must approve any substitutions or changes to specified seed mixes.

• Work shall not proceed during conditions that compromise safety or seed viability (e.g., heavy rain, flooding, frozen ground).

• Contractor must provide at least 2 days' notice prior to seeding for base access and required inspections.

Solicitation / RFP / RFQ

This solicitation is for "Prairie Restoration and Seeding" for the NM Fish and Wildlife Conservation Office.
