This solicitation is for professional janitorial services at the Valle de Oro National Wildlife Refuge. The government is seeking to award a contract to the offeror who provides the best value, considering ability to meet technical specifications, past performance, prior experience, and price. Conformance to the Scope of Work is considered more favorable than price.

• If a subcontractor is anticipated, their name must be disclosed with the quote submission to be eligible.

• The contract includes a Base Period and four Option Periods.

• Base Period of Performance: 06/15/2026 to 06/14/2027.

• Option Period 1: 06/15/2027 to 06/14/2028.

• Option Period 2: 06/15/2028 to 06/14/2029.

• Option Period 3: 06/15/2029 to 06/14/2030.

• Option Period 4: 06/15/2030 to 06/14/2031.

• Quotes and questions must be emailed to jeremy.riva@ios.doi.gov by the closing date and time specified in Block 8 (06/03/2026, 1700 ED).

• Offers must be submitted on Standard Form (SF) 1449.

• Evaluation factors include: Ability to meet technical specifications, Past Performance and prior experience, and Price.

• The government reserves the right to award to other than the lowest priced offer based on best value tradeoffs.

• Offers will be held firm for 60 calendar days from the offer receipt date.

• The Wage Determination No. 2015-5443, Revision No. 28, dated 2026-05-13, is applicable for Bernalillo County, New Mexico.

• Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional janitorial services for the Valle de Oro National Wildlife Refuge (NWR) in Albuquerque, New Mexico.

• Services cover one visitor center and administrative office building and one classroom building.

• Tasks are categorized into five groupings: twice-weekly, weekly, monthly, quarterly, and as needed.

• Specific tasks include cleaning, disinfecting, dusting, vacuuming, trash removal, and restocking supplies in various areas such as restrooms, offices, kitchens, classrooms, and common areas.

• The contract includes one (1) Base Year (June 15, 2026 – June 14, 2027) and four (4) Option Periods (June 15, 2027 – June 14, 2031).

• Locations: Visitor Center and Administrative Office (approx. 8,044 sq.ft.) and Classroom Building (approx. 1,107 sq.ft.) at 7851 2nd Street SW, Albuquerque, NM 87105.

• Work schedule: Two times per week, on Monday and at least one other day, between 8:00 a.m. and 4:30 p.m. MT (subject to change after a probationary period).

• Inspections and Reporting: A Janitorial Log must be completed for each visit, noting work performed, discrepancies, and supply needs. Logs are cross-referenced with invoices.

• Quality Assurance: Government inspections will be conducted monthly based on commercial facility standards.

• Standards of Performance: General expectations of cleanliness, adherence to industry standards, and use of appropriate equipment and environmentally friendly cleaning products.

• Contractor must provide all personnel, supervision, and transportation.

• Government will provide cleaning supplies (paper products, toilet paper, etc.) stored onsite.

• Contractor must obtain background clearance for access.

• Accident Reporting, Damage Reporting, and Fire Prevention procedures must be followed.

• Personnel must be capable, experienced, and maintain professional behavior and attire.

• A pre-performance conference call is required.

• Safety requirements must be observed.
