• Basis of Award: Award will be made to the acceptable offer representing the best value to FEMA, considering technical, prior experience, and price.

• Evaluation Factors: Price, Technical (equipment, supervision plan, quality control plan, supply management), and Prior Experience (three professional references).

• This effort is solicited as a Small Business set-aside.

• Preference is given to local firms within the declared counties of New Mexico (Lincoln, Dona Ana, Otero and Mescalero Reservation) in accordance with the Robert T. Stafford and Local Community Recovery Act of 2006.

• NAICS code: 561720 Janitorial.

• Small Business Size Standard: $22.0M.

• A 10 percent factor will be added to the price of offers not residing or primarily doing business in the disaster or emergency area.

• This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

• Offerors must submit information supporting contractor assurance regarding financial resources and capability.

Statement of Work (SOW)

To outline the requirements for janitorial services at the New Mexico Joint Recovery Office (NMJRO) facility in Santa Fe, NM.

• Furnish all personnel, labor, tools, equipment, materials, consumables, and supervision for janitorial services.

• Stock and order supplies including paper towels, soap, toilet paper, and batteries for dispensers.

• Provide daily and weekly janitorial services to maintain a clean, neat, and professional appearance.

• Services include trash receptacle emptying, floor sweeping and vacuuming, bathroom cleaning and restocking, breakroom cleaning, and carpet stain removal.

• The facility does not have working water fountains and does not have a recycling program.

• Place of Performance: 1712 St. Michaels Drive, Santa Fe, New Mexico 87505.

• Facility Size: Approximately 94,829 square feet.

• Period of Performance: One (1) three-month Base Period, followed by one (1) three-month Option Period and one (1) two-month Option Period.

• Staffing: Two (2) staff members required Monday through Fridays, 8:00 am to 5:00 pm.

• Contractor Personnel: Must propose qualified personnel who can work independently. Must pass FEMA background/vetting process (U.S. Citizens or LPRs). Requires OPSEC Awareness Brief and Insider Threat Training. Background investigations (Tier 1, T2, or T4) are required based on risk designation and access to information systems.

• Employee Conduct: Must comply with government regulations, present a professional appearance, and not reflect discredit on the U.S. or DHS.

• Facility Access: Must comply with FEMA directives for identity verification and facility access. May be issued Facility Access Cards (FACs) or PIV cards. Escort required in critical infrastructure areas.

• Government Inspections: Weekly inspections will be conducted to review services and provide feedback.
