Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
Oak Ridge National Laboratory (ORNL), managed by UT-Battelle LLC, has issued a Solicitation (RFP) for the procurement of a 600 MHz NMR Spectrometer system. This opportunity seeks a high-resolution liquids and solid-state NMR system, including specific cryogenic probes, for delivery, installation, and commissioning at ORNL in Oak Ridge, TN. Proposals are due April 8, 2026, at 12:00 PM ET.
Scope of Work
This solicitation requires the provision of a comprehensive NMR Spectrometer system, including:
- A 600 MHz standard-bore superconducting magnet with low-loss cryostat and advanced shim system.
- An NMR console with at least 4 RF transmit/receive channels and high timing resolution.
- Multiple probes, including a 5 mm He cryogenic solution probe, a 3.2 mm CP-MAS double resonance He cryogenic probe, a 3.2 mm CP-MAS solid-state probe (non-cryogenic), and a 5 mm He cryogenic solution X broadband observation probe.
- Cryo support platform and automated MAS pneumatic unit for 3.2 mm probes.
- Acquisition and processing software for multidimensional NMR with automation, and a Linux workstation.
Contract & Timeline
- Contract Type: Firm Fixed Price - Commercial Item.
- Anticipated Subcontract Period of Performance: ASAP - September 30, 2027.
- Proposal Submission Deadline: April 8, 2026, at 12:00 PM ET.
- Offer Validity Period: 120 days.
- Delivery Schedule: Console and Magnet System by August 2026; QCI-F and BBFO Cryoprobes by October 2026; 3.2mm HX CPMAS iProbe by December 2026; 3.2mm HX CPMAS Cryoprobe by September 2027.
Set-Aside & Eligibility
- Set-Aside: No Small Business Set-Aside.
- NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 Employees).
- Offerors are strongly encouraged to maintain an active registration in SAM.gov.
Evaluation
Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology. Proposals will be evaluated for technical acceptability based on meeting all specifications (Attachment A) and delivery timelines. Offerors must provide specific written responses for any deviations. Prior performance evidence is required, demonstrating at least three 600 MHz standard-bore systems (or comparable) delivered within the last 5 years, including both a 5 mm quad-resonance He cryogenic probe and a 3.2 mm CP-MAS He cryogenic probe in production use.
Additional Notes
Key attachments include Technical Specifications (Attachment A), ORNL Terms and Conditions (Attachment B), Prime Contract T&C Flow Downs (Attachment C), and Representations and Certifications (Attachment D). Offerors must acknowledge any amendments. Questions must be submitted in writing to the Procurement Officer, Amina Sophia Khaliq (khaliqas@ornl.gov).
