This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR Part 12. It constitutes the only solicitation, and no separate written solicitation will be issued. The Space Operations Command (SpOC), Space Acquisition Integration Office (SAIO) at Peterson Space Force Base, Colorado, is seeking offers for training services.

• Development and delivery of training for the NORAD & USNORTHCOM J45 Foreign Humanitarian Assistance (FHA) Program.

• Specific training includes Rope Rescue Awareness, Operations, Technician, Train-the-Trainer, and CENAPRED-instructor-led courses, as well as Trench Rescue Awareness, Operations, Technician, Train-the-Trainer, and CENAPRED-instructor-led courses.

• All courses must be delivered in Spanish to an audience of Mexican responders.

• Development of a complete training curriculum with CENAPRED, including a curriculum development conference for each course.

• Contractor must meet with CENAPRED to present and edit a draft curriculum.

• Courses will be delivered in-person, in Spanish, except for Awareness courses which will be hosted virtually by CENAPRED.

• Includes curriculum development, training, and provision of all equipment for Rope Rescue courses.

• Specific deliverables include:

  • Course development and instruction for Rope Rescue Operations, Technician, Train-the-Trainer, and CENAPRED-Instructor Led Training with Observation.
  • Curriculum development conference for each of the four Rope Rescue courses.
  • Course development and conference (no in-person instruction) for Rope Rescue Awareness course, compatible for CENAPRED to transition to a virtual course.
  • Equipment as detailed in Appendix D.

• Contract Type: Firm-Fixed-Price (FFP) contract is anticipated.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for developing and delivering technical rescue training and curriculum development services to NORAD and USNORTHCOM J45 Foreign Humanitarian Assistance (FHA) Program. The goal is to build capacity and partnerships with Mexico's National Civil Protection School (ENAPROC) for disaster response.

• Curriculum Development: Develop comprehensive, editable course materials for Rope Rescue and Trench Rescue Awareness, Operations, and Technician levels. Materials must be tailored to the Mexican context and provided in editable Microsoft Office formats (PNG/JPG, MP4). Data rights are retained by USNORTHCOM.

• Training Delivery: Provide in-person training for Rope Rescue Operations, Technician, Train-the-Trainer, and CENAPRED-Instructor-Led Operations courses. All courses will be in Spanish, with the exception of Awareness courses which will be hosted virtually by CENAPRED after development.

• Training Locations: National Autonomous University of Mexico (UNAM) and National Civil Protection School (ENAPROC) in Mexico City, Mexico.

• Contractor performance is subject to Government surveillance to ensure PWS compliance.

• Specific performance objectives include timely submission of draft schedules, training materials, and reports; conducting curriculum development conferences; delivering training courses on schedule; and providing accurate reports.

• Non-conformances (Minor and Major) will be identified and addressed.

• The PWS is dated May 1, 2026 (REV A).

• Training and conference locations are in Mexico City, Mexico.

• Language: All courses must be taught in Spanish. Contractor personnel must have professional fluency in Spanish.

• Certifications: Contractor instructors must be certified at the NFPA Technician level in their respective rescue disciplines.

• Safety: Contractor must ensure the safety of instructors, participants, and personnel, adhering to relevant safety standards (e.g., NFPA 1006, NFPA 2500).

• Data Rights: USNORTHCOM and CENAPRED will have full data rights to all course materials.

• Government Furnished Property (GFP): None.
