Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Non-Personal Service Contract for Nursing Services in the Pediatric department to support the mission of the Indian Health Service (IHS).

• The contractor shall provide nursing services in accordance with section 8.0 of the PWS.

• Duties encompass inpatient nursing services for Pediatric and/or Medical Surgical IHS patients, including care for patients with various conditions (diabetes, hypertension, cardiovascular disease, kidney & liver disease, sepsis, developmental delays, respiratory illness).

• Responsibilities include administering medications (IVs, cardiac monitors, high flow oxygen), developing individualized patient care plans, interviewing patients and families, reviewing and documenting patient conditions, and responding to emergencies (e.g., code blue/Rapid Response Team).

• Services are to be performed at hospitals, clinics, and other healthcare facilities within the Navajo Area Indian Health Service, specifically at the Northern Navajo Medical Center in Shiprock, NM.

• Performance will be evaluated based on standards set forth in the contract and the Performance Work Statement Matrix.

• Key performance areas include Patient Care, Compliance, Cultural Sensitivity, Documentation, and Professionalism.

• Acceptable Quality Levels (AQLs) require ratings of "Fully Successful" or "Exceptional" on the Peer Review NAO Provider Exit Profile Form.

• No reprimands or disciplinary actions are permitted.

• Contractors must be compassionate and culturally sensitive.

• Documentation must be completed in a clear, legible, and timely manner.

• Professional appearance, ethical conduct, effective communication, flexibility, and adaptability are expected.

• Period of Performance: 1 Base Period + 4 Option Periods, each 6 months long.

• Place of Performance: Northern Navajo Medical Center, US Hwy 491 North, Shiprock, NM 87420.

• Contractor Qualifications:

  • Experience: 24 months nursing experience, with a minimum of 2 years in Pediatric with Medical Surgical experience.
  • License: Current, valid, unrestricted nursing license in a US state, DC, Puerto Rico, or Territory.
  • Certifications: Current BLS mandatory; PALS, NRP, ACLS are also listed.
  • Health Requirements: Fitness for duty certificate, immunizations (Rubella, Mumps, Measles, Hep B, Varicella, Tdap, TB testing, Influenza), and a negative TB test.
  • Language: Proficient in English (read, understand, speak, write) and respectful of local culture.
  • IT Skills: Basic computer knowledge.
  • Background Checks: Required, with potential removal from position based on investigation outcomes.

• Government Furnished Items: Information, equipment, supplies, clinic space, and facility-specific contractor identification badges (fee for lost/destroyed badges).

• Contractor Furnished Items: Uniforms and other personal medical instruments (e.g., stethoscope, scissors).

• Work Schedule: 12-hour shifts, with a rotating schedule of 3 shifts one week and 4 shifts the next, totaling 7 days (84 hours) over two weeks. Technical direction on specific tours of duty will be provided by the Supervisory Clinical Nurse (SCN).

• Leave Requests: Must be coordinated with the SCN, with written documentation required for absences of three or more consecutive days due to illness.

• Timesheets: Contractor must track hours accurately; a government-provided template will be used. Timesheets verified weekly by SCN.

• Ethics & Conduct: Must meet Federal Code of Conduct standards.

• Management of Medical Information: Adherence to HIPAA, Privacy Act, and IHS policies.

• Information Technology: Adapt to and utilize IHS IT systems and adhere to security policies.

• Orientation: Mandatory orientation and training specified by the government.

• Technical Direction: Provided by the SCN, but cannot assign additional work, change contract terms, or increase costs.
