Scope of Work

Duties include administering medications (e.g., IVs, cardiac monitors, high flow oxygen), developing individualized patient care plans, interviewing patients and families, reviewing and documenting patient conditions, and responding to emergencies (e.g., code blue/Rapid Response Team). Services will be performed at the Northern Navajo Medical Center in Shiprock, NM. The work schedule involves 12-hour shifts, totaling 7 days (84 hours) over two weeks on a rotating basis.
Contract Details
- Contract Type: Combined Synopsis/Solicitation (Request for Quotation - RFQ) for Labor-Hour CLINs.
- Period of Performance: A Base Period of 6 months (June 1, 2026 - November 30, 2026) followed by four (4) 6-month Option Periods, extending through November 30, 2028.

Submission & Evaluation
Offers are due by May 5, 2026, at 12:00 PM MDT. Submissions must be emailed to matthew.atcitty@ihs.gov and structured into three volumes:
- Volume 1 – Administrative Documents: Signed SF-1449, SF-30 amendments, completed representations and certifications, and the IHS IEE Representation Form.
- Volume 2 – Technical Capability and Approach: Detailed approach to meet PWS requirements, identification of key personnel and their qualifications (resumes, certifications), and a proposed project schedule. No pricing information should be included in this volume.
- Volume 3 – Price: Detailed pricing aligned with the technical approach, including pricing for each CLIN and option period.
Evaluation factors include: Technical capability and approach, key personnel qualifications, capability to meet the Period of Performance Schedule, and Price. Award will be made to the responsible Offeror whose proposal is most advantageous to the Government, considering all factors.
Key Requirements & Qualifications
Contractors must provide RNs with:
- Experience: Minimum 24 months nursing experience, with at least 2 years in Pediatric with Medical Surgical experience.
- License: Current, valid, unrestricted nursing license in a US state, DC, Puerto Rico, or Territory.
- Certifications: Current BLS is mandatory; PALS, NRP, and ACLS are also listed.
- Health Requirements: Fitness for duty certificate, required immunizations, and a negative TB test.
- Other: Proficient in English, basic computer knowledge, and ability to pass background checks.
