- Developing and airing :30 generic hiring commercial ads for TV, radio, and streaming platforms.
- Creating personalized messages and commercial ads using Cameo.com.
- Implementing targeted advertising campaigns across multiple channels:
- TV: Multiple cable and news ads targeting skilled maritime trades, including a "Call to Action."
- Radio: Utilizing multiple stations to reach the target demographic.
- Social Media: Targeted Facebook and Instagram ads with geo-fencing in designated geographic areas (Hampton Roads, Central Virginia, Outer Banks NC), providing campaign metrics.
- Streaming: Ads available 24/7 via contractor website and mobile app, targeting specific demographics.
- Commercials will air up to two weeks prior to each career fair, with generic "we're hiring" messages running throughout July, September, and October 2026.
- A summary of activity, including digital impressions and clicks, must be provided within 10 business days after each career fair. The contractor is expected to strive for "above average" career fair attendance.

- Executed copies of any amendments (if applicable). Failure to provide all required documents by the closing date will preclude a quote from award consideration. Quotes must be valid for a minimum of sixty (60) days.
Evaluation Criteria
Award will be made to the responsible offeror who receives an acceptable rating in Technical Capability and Past Performance, and provides the lowest evaluated price, representing the best value to the Government.
