Scope of Work
This initiative requires vendors to design, develop, and test surrogate and/or "drop-in-kit" components that replace internal parts of the M7 and M250 weapons, enabling simulated firing and functioning within the SVT training simulator. The government will loan NGSW systems and associated technical data under a bailment agreement to facilitate this development.
Contract Details (Bailment Agreement)
- Type: No-cost contract / Bailment Agreement. Vendors will not receive government funding for development.
- Government Furnished Property (GFP): M7 Rifles, M250 Automatic Rifles, an XM157 Fire Control unit, and associated technical data packages and ballistic data.
- Duration: To be specified in the agreement, with potential for extension by mutual consent.
- Data Rights: The Government (Bailor) will be granted Unlimited Rights in technical data used or produced by the Bailee (vendor).
- Risk: The Bailee assumes all risk of loss, theft, or damage to the bailed property and is responsible for its full replacement value. Property is provided "AS IS" without warranties.
Key Requirements for Vendors
- Security: Maintain a SECRET level Facility Clearance (FCL) and ensure personnel have SECRET level Personnel Security Clearances (PCL) with a need-to-know. Comply with DD Form 254, DFARS 252.204-7012/NIST SP 800-171 for Controlled Unclassified Information (CUI), and achieve/maintain CMMC Level 2.
- Property Handling: Adhere to DoD Manual 5100.76 for live-fire weapons and functional fire control units (which contain classified components).
- Reporting: Implement strict, time-sensitive reporting protocols for security incidents (e.g., loss/theft/compromise) and cyber events impacting CUI systems.
- Export Controls: Comply with all applicable Export and Sanctions Laws and Regulations (ITAR, EAR).
- Submission: Complete and submit "Att_01_Company_information_and_assertions.docx," providing company details, CAGE Code, UEI, NDC/Small Business status, and a description of how the bailed property will be used.
