Quick Summary
The U.S. Army, Capability Program Executive – Simulations Training and Instrumentation (CPE-STRI), Soldier Virtual Trainer (SVT) has issued a Special Notice for a no-cost bailment agreement. This opportunity seeks vendors to develop Virtual Marksmanship Simulator components compatible with the Next Generation Squad Weapons (NGSW), specifically the M7, M250, and XM157 Fire Control Smart Scope. Vendors will receive government-furnished equipment (GFE) and technical data to self-fund the development of surrogate or "drop-in-kit" components. Responses are due by March 5, 2026, 11:00 AM EST.
Purpose & Scope
The primary goal is to accelerate the development of SVT components that allow simulated firing and functioning of NGSW in a training simulator. The Army will loan NGSW systems to selected vendors under a bailment agreement. Vendors are required to self-fund the development of these drop-in-kits or surrogates using Independent Research and Development (IRAD) funds, as no government funding will be provided for the development itself.
Key Requirements for Participants
- Self-Funding: Vendors must be willing to expend IRAD funds for development.
- Security: Maintain a SECRET level Facility Clearance (FCL) and ensure personnel have SECRET level Personnel Security Clearances (PCL) with a need-to-know. Compliance with DD Form 254, DFARS 252.204-7012/NIST SP 800-171 for Controlled Unclassified Information (CUI), and CMMC Level 2 is mandatory.
- Property Handling: Adhere to specific storage and handling protocols for live-fire weapons (DoD Manual 5100.76), demilitarized hardware, and functional fire control units (which contain classified components).
- Reporting: Strict, time-sensitive reporting protocols for security incidents (loss/theft/compromise) and cyber events impacting CUI systems.
- Data Rights: Grant the Government Unlimited Rights in technical data used or produced by the Bailee.
- Export Controls: Comply with all applicable Export and Sanctions Laws and Regulations (ITAR, EAR, etc.).
- Risk of Loss: The Bailee assumes all risk of loss, theft, or damage to the loaned property and is responsible for its full replacement value.
