This document is a Bailment Agreement between the United States Government (Bailor) and a Bailee. It outlines the terms under which the Government loans specific Army property, including M7 Rifles, M7 Carbine Variants, M250 Automatic Rifles, an XM157 Fire Control unit, a Technical Data Package, and Ballistic Data, to the Bailee.

• Security: Maintain a SECRET level Facility Clearance (FCL) and ensure personnel have SECRET level Personnel Security Clearances (PCL) with a need-to-know. Comply with DD Form 254 (Contract Security Classification Specification) and DFARS 252.204-7012/NIST SP 800-171 for CUI. Achieve CMMC Level 2 if receiving TDP or Ballistics data.

• Property Handling: Store and handle live-fire weapons according to DoD Manual 5100.76 in a GSA-Approved Class 5 Weapons Container. Maintain Federal Firearms License (FFL). Store demilitarized hardware in a secured, locked room/container. Store functional fire control units in a GSA-Approved Security Container.

• Reporting: Strict protocols for reporting security incidents (loss, theft, compromise) for live-fire weapons, fire control units, and CUI.

• Use Restrictions: Use property solely for the stated purpose and not for other programs or non-Government contracts without written approval.

• Return of Property: Return all loaned property and any technical data produced at the conclusion of the agreement at the Bailee's expense.

• Cost: This is a no-cost agreement.

• Duration: 12 months from the Effective Date, unless extended by mutual written agreement.

• Ownership: Title to the Bailed Property remains with the Government.

• Risk: Bailee assumes all risk of loss, theft, or damage to the Bailed Property.

• The Bailed Property is provided "AS IS" with no warranties. The Government is not liable for any costs incurred by the Bailee. The Bailee releases the Government from all claims arising from the agreement or use of the property.

• Bailee must comply with all applicable Export and Sanctions Laws and Regulations (ITAR, EAR, etc.). Transfer to non-US persons/entities requires express written permission.
