• Offering 24/7 hotline assistance for Hazardous Materials Shipping, with immediate response by qualified specialists.
• Providing the required Department of Transportation (DOT) reporting form (F5800.1) for hazardous substance or material releases during transportation.
• Ensuring all services adhere to the Statement of Work (SOW).
• The vendor must be OSHA certified.
• Adherence to confidentiality and data privacy requirements, potentially including a Non-disclosure Agreement (NDA).
• Compliance with Section 508 of the Rehabilitation Act for Electronic and Information Technology (EIT).
• Mandatory sexual assault and sexual harassment prevention and response training for all contractor employees.

  • Base Year: June 15, 2026, to June 14, 2027
  • Option Year 1: June 15, 2027, to June 14, 2028

  • Option Year 4: June 15, 2030, to June 14, 2031

Submission & Evaluation

• Submission: Quotations must be submitted electronically via email to raynier.camerino@noaa.gov. Quote documents should include signed copies of the SF 18 and SF 30(s) (if applicable). Offerors must provide their UEID/CAGE CODE.
• Evaluation Criteria: Award will be based on a best value trade-off, considering:
  1. Technical Capabilities: Detailed demonstration of how services meet SOW requirements.
  2. Past Performance: At least three relevant references detailing vendor name, contact, cost, service period, and project description. Offerors with no relevant past performance must affirmatively state this.
  3. Cost/Price: Proposed prices will be evaluated for realism, completeness, and reasonableness, and must be compatible with the technical approach.
• Evaluation Weight: Non-Price Technical Solution (Technical Capabilities and Past Performance) is significantly more important than price. However, as non-price factors become more equal, price gains importance.
