Submission & Evaluation

Award will be made to the responsive, responsible offeror whose quotation represents the best value to the Government, considering both price and non-price factors. The evaluation will be based on the lowest evaluated price of quotes meeting or exceeding acceptability standards for non-cost factors. Non-cost factors include:

  • Specifications: Ability to meet Framework Assembly Specifications and Drawings.
  • Technical Approach and Capability: Demonstrated approach to requirements, including welding procedures and welder qualifications.
  • Past Performance: List of 2-3 similar, successfully accomplished projects.

Submission Requirements:

  • Quotes must be emailed to TYRAN.CLAYPOOL@NOAA.GOV.
  • Offerors must be registered and active in the System for Award Management (SAM) with a Unique Entity Identifier (UEI) at the time of quote submission.
