Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for High-Performance Computing (HPC) software development and technical support services for the Geophysical Fluid Dynamics Laboratory (GFDL) at the National Oceanic and Atmospheric Administration (NOAA).

• Management Support Services: Includes strategic planning, surge support, technical documentation, performance measure development, policy review, and property record maintenance.

• Technical Support Services: Encompasses application development, software optimization, software infrastructure management, parallel tools development, software development project management, systems programming and optimization, software and system strategy development, IT security, wide area network support, systems/network/security engineering and administration, facilities engineering, visualization/data engineering, help desk/user support, internet/web services, data portal support, and HPC computer operations support.

• Scientific Support Services: Involves model experiment management and analysis, and HPC scientific programming.

• The PWS references a Performance Requirements Summary (PRS) which is being finalized and will detail tasks, services, requirements, performance indicators, and quality standards.

• Contractor performance will be evaluated by the Government.

• Anticipated work locations include GFDL (Princeton, NJ) or other NOAA facilities. Some work may be conducted at the Contractor's site(s) with prior Government approval.

• The contract period of performance is not specified in this document.

• Key Personnel: Contractor must provide a Contract Manager/Program Manager and alternates.

• Personnel Qualifications: Employees must be knowledgeable, technically competent, and possess professional demeanor. Specific language proficiency (English) and software skills (Microsoft Office Suite, Adobe Acrobat) are required.

• Security: Compliance with all applicable Government regulations, policies, and procedures, including IT security training and safeguarding of information.

• Government-Furnished Equipment (GFE): The Government will provide office space, computers, furniture, and other necessary equipment and services.
