Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), specifically the National Geodetic Survey (NGS), is conducting market research through a Sources Sought Notice to identify qualified firms for upgrades to its Applanix Digital Sensor Systems (DSS). This effort aims to procure Phase One multi-spectral aerial camera systems, associated software, and comprehensive maintenance/licensing to support the Coastal Mapping Program. Responses are requested by May 1, 2026, 11:00 AM ET.
Purpose & Scope
This is a market research notice, not a Request for Quotation, to inform a potential future procurement. The objective is to maintain accurate nautical charts and ensure safe navigation by acquiring high-resolution aerial imagery. The scope includes upgrading existing DSS systems, providing two complete emergency response camera systems, and four standalone cameras. These systems must be capable of collecting aerial imagery data for geospatial exploitation software.
Key Requirements
The government seeks capabilities for:
- Phase One PAS 880 1st and 2nd Generation Multi-Spectral Aerial Camera Systems, including RGB, NIR, and oblique cameras with specific FOV, cycle time, stabilized mounts, GNSS/IMU, and resolution capabilities.
- Phase One RGB iXM-RS150F Cameras (standalone).
- Mission Planning and Flight Management Software with functionalities for flight line management, real-time monitoring, and image quality control.
- Post-Processing Software and system output files (IIQ, GNSS/POS data).
- A clear upgrade pathway for existing PAS880 1st Generation systems to 2nd Generation equivalent, with confirmation of future sensor interchangeability and compatibility.
- Platinum hardware and software maintenance, licensing, and support for one base year and four option years. This includes a US-based service center, 24-hour resolution goal, and loaner equipment provisions.
Submission Requirements & Eligibility
Firms must demonstrate they are licensed by the manufacturer to sell and support these products. Responses, not exceeding two pages, must include:
- Company name, address, and SAM Unique Entity Identification Number.
- Company size relative to NAICS Code 333310 (Commercial and Service Industry Machinery Manufacturing, 1,000 employees small business size standard), including socio-economic designations.
- Point of contact, and current GSA contract/GWAC (if applicable).
- An explanation of capability to provide the specified equipment, hardware, software, and warranties. The government is particularly interested in identifying small businesses and socio-economic sources.
