This solicitation is a Request for Quotation (RFQ) for the purchase of two (2) Skydio X10 Patrol-Led DFR Kits. The National Oceanic and Atmospheric Administration (NOAA) Office of Law Enforcement (OLE) requires these Uncrewed Aircraft Systems (UAS) to support law enforcement surveillance, investigations, and operations in maritime environments. The UAS will enhance operational effectiveness, evidence collection, and officer safety by providing aerial surveillance and reconnaissance.

• Product: Skydio X10 Patrol-Led DFR Kit (2 units total).

• Each kit includes: Skydio X10 Ready Kit (2.4/5 GHz, 5G/LTE Ready, SIM Card Included, IR) NA + VT300-Z, and one (1) Skydio NightSense with IR Attachment for X10.

• Technical Specifications:

  • Quadcopter UAS with foldable airframe and IP55 weather-resistance.
  • Hand-launch and recovery capable, with deployment under 40 seconds.
  • Minimum 40 minutes flying time per battery.
  • VT300-Z Sensor Package: 48MP telephoto camera with high-magnification optical and digital zoom, and a Teledyne FLIR Boson+ radiometric thermal sensor (640x512 resolution).
  • 4K video capability.
  • Performance: Minimum distance for identifying markers at 800 feet.
  • Stable platform with 360° Al-driven obstacle avoidance, including NightSense.
  • NDAA Compliant: Designed, assembled, and supported in the U.S.; listed on DoD's Blue UAS Cleared List; AES-256 encryption.

• Delivery: Within 60 calendar days after award.

• Contract Type: Firm-Fixed Price Purchase Order.

• Delivery Terms: FOB Destination.

• Submission Deadline: February 18, 2026, 1700 EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Offers must meet all technical specifications. All criteria are of equal value and will be evaluated on a pass/fail basis.

• SAM Registration: Offerors must be currently registered in the System for Award Management (SAM) to be eligible for an award. Quotes from non-registered contractors will not be considered.

• Submission Format: Offerors may use the provided SF-18 form or their own company form.

• Set-Aside: Total Small Business Set-Aside.

• Eligibility: Offerors must be approved resellers of Skydio, Inc.

• Invoices must be submitted via IPP.gov in arrears.

• Awarded contractors must include vendor's invoice and applicable shipping invoice/bill of lading (BOL) for shipping over $100.00 with payment requests.

• Estimated freight costs will be paid up to the estimated amount, with proof of actual freight charges required for costs exceeding $100.

• Questions regarding the solicitation must be submitted in writing to raynier.camerino@noaa.gov no later than six (6) calendar days after the issuance date.

This document is a Brand Name Determination for a Simplified Acquisition Procedure (SAP) action, not exceeding the Simplified Acquisition Threshold. The Office of Law Enforcement (OLE), Northeast Enforcement Division (NED), requires two (2) SKYDIO X10D Uncrewed Aircraft Systems (UAS) for aerial surveillance and reconnaissance. This is intended to enhance operational effectiveness, evidence collection, and officer safety.

• Two (2) SKYDIO X10D Uncrewed Aircraft Systems (UAS).

• The UAS must meet FY2020 NDAA Section 848 requirements and be part of the DIU's "Blue SUAS" project.

• High-resolution camera package with powerful zoom capability (approximately 128x system zoom, lossless resolution up to 16x in 1080p mode) to identify vessel details from a safe standoff distance.

• Capable of reading a license plate from approximately 800 feet.

• 48MP telephoto camera.

• Advanced AI Autonomy for autonomous flight and obstacle avoidance, including in complex or high-risk environments and without relying on GPS.

• Proprietary NightSense technology for zero-light obstacle avoidance.

• Must be fully US-made and NDAA compliant.

• Adheres to high industry standards for data security, including ISO 27001 certification and SOC-2 Type II compliance.

• Planned Contract Type: Firm-Fixed Price.

• This document is a determination of a sole source, not a solicitation for proposals. The rationale for sole source is detailed in section 4.

• Not applicable as this is a sole source determination.

• The sole source identified is SKYDIO, Inc. 3000 Clearview Way, San Mateo, CA 94402.

• Market research indicated at least two small business concerns capable of selling and delivering the Skydio X10 and accessories, but the specific requirements necessitate a brand name determination.

• Failure to acquire this specific UAS would significantly impact enforcement capabilities due to an inability to obtain necessary photographic evidence for vessel identification at required standoff distances.
