Scope of Work
NOAA OLE seeks to procure two (2) Skydio X10 Patrol-Led DFR Kits. Each kit must include one (1) Skydio X10 Ready Kit (2.4/5 GHz, 5G/LTE Ready, SIM Card Included, IR) NA + VT300-Z, and one (1) Skydio NightSense with IR Attachment for X10. These systems will enhance operational effectiveness, evidence collection, and officer safety by providing aerial surveillance and reconnaissance.
Key technical requirements for the UAS include:
- Design: Quadcopter, foldable airframe, IP55 weather-resistance, hand-launch/recovery, deployment under 40 seconds.
- Performance: Minimum 40 minutes flight time, 4K video, ability to identify markers/read license plates from 800 feet.
- Sensors: VT300-Z Sensor Package with 48MP telephoto camera (128x system zoom, 16x lossless in 1080p) and Teledyne FLIR Boson+ radiometric thermal sensor (640x512 resolution).
- Autonomy & Safety: Advanced AI Autonomy for 360° obstacle avoidance (including NightSense for zero-light), capable of operating without GPS.
- Compliance: Must be fully US-made, NDAA Compliant (FY2020 NDAA Section 848), listed on DoD's Blue UAS Cleared List, and feature AES-256 encryption. Adherence to high data security standards (ISO 27001, SOC-2 Type II) is also required.
