Scope of Work
The contractor shall provide all necessary labor, supervision, equipment, materials, transportation, containment, and incidentals for the emergency fuel pump-out operation. Services include:
- Pump-off of approximately 16,000 gallons of diesel fuel mixed with seawater.
- Removal and disposal in accordance with all local, state, and federal regulations.
- Connection through a 4.0” camlock fitting.
- Mobilization of qualified personnel and equipment to the vessel between May 28 and May 31, 2026.
- Provision of pumps, hoses, fittings, containment systems, spill response equipment, and vacuum/tanker trucks.
- Transportation of recovered fuel to an approved facility.
- Compliance with all applicable environmental regulations.
- Spill prevention and immediate response assistance.
- Coordination with NOAA, port authorities, and regulatory agencies.
- Documentation of quantities removed, chain of custody, disposal manifests, and operational reports.

Evaluation Criteria
Award will be made to the most advantageous offer to the Government, considering price and other factors. Evaluation will be based on:
- Technical Acceptability/Capability: Customer evaluation of technical acceptability based on Statement of Work requirements.
- Past Performance: Submission of at least two references for similar services within the past two years, including completed Past Performance Questionnaires sent directly by references to the Contracting Specialist. Offerors lacking relevant past performance will receive a neutral rating.
- Access to Military Installation, Availability, and Certificate to Dispose of Fuel.
- Price: Firm Fixed Price, FOB Destination. The Government intends to award a low-priced, technically acceptable, single firm fixed-price purchase order.
