• Costs for travel and mobilization must be included in the total firm-fixed-price for CLIN 0001.

• The solicitation includes provisions related to Buy American, Security Prohibitions, and Contractor Access to NOAA Facilities.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Quality Assurance Surveillance Plan (QASP) outlines the government's approach to monitoring the performance requirements of the FCDAS Boilers Replacement Construction contract at the Fairbanks Command and Data Acquisition Station (FCDAS). Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the requirements for replacing two failed commercial boilers at the Fairbanks Command and Data Acquisition Station (FCDAS) to restore critical heating operations.

• Demolish and dispose of two existing, non-operational boilers located in the Facilities Building and the Powerhouse.

• Procure and install two new commercial boilers: a Burnham Model 905A (or approved equal) with a capacity of 646,000 BTUH for the Facilities Building, and a Burnham boiler (or approved equal) with similar capacity for the Powerhouse (rated at 871,000 BTUH).

• Reconfigure one existing working boiler in the Facilities Building by changing its orientation for easier service.

• Install new boilers, including burners, zone and isolation valves, thermostats, piping, fittings, electrical and control wiring.

• Integrate new boiler control systems with the existing Building Automation System (BAS) for lead/lag operation and balanced runtime.

• Provide Operation and Maintenance (O&M) Manuals and O&M training for the new boilers.

• Boilers must be manufactured and stamped according to the 2025 ASME BPVC.

• New boilers must undergo formal testing, start-up, and commissioning.

• Work must be phased to ensure the single operational boiler in each building remains functional at all times.

• Expedited completion is encouraged to mitigate mission risk during the winter heating season.

• Period of Performance (PoP): Twelve (12) months from the date of award.

• Place of Performance: NESDIS Fairbanks CDA Station (FCDAS), 1300 Eisele Road, Fairbanks, AK 99712.

• Contractor must account for narrow entry and pathways for boiler installation and removal.

• All work must comply with federal, state, and local regulations, including ASME, IMC, and NFPA standards.
