Scope of Work
The contractor will be responsible for providing all labor, materials, and equipment to:
- Demolish and dispose of two existing, non-operational boilers in the Facilities Building and Powerhouse.
- Procure and install two new commercial boilers (e.g., Burnham Model 905A or approved equal) with specified capacities.
- Reconfigure one existing working boiler in the Facilities Building for easier service.
- Install new boilers, including burners, valves, piping, electrical, and control wiring.
- Integrate new boiler control systems with the existing Building Automation System (BAS) for lead/lag operation and balanced runtime.
- Provide Operation and Maintenance (O&M) Manuals and training.
Work must be phased to ensure primary operational boilers remain functional 24/7/365, and expedited completion is encouraged to mitigate mission risk during the winter heating season. All pressure vessels must be manufactured and stamped according to the 2025 ASME BPVC.

Submission & Evaluation
- Submission: Quotes must be submitted electronically via email to Contract Specialist Bryton Curtis (bryton.curtis@noaa.gov) and Contracting Officer Mark Sullivan (mark.a.sullivan@noaa.gov).
- Quote Structure: Quotes must be organized into four volumes: Technical Understanding, Past Performance, Management Plan, and Price.
- Evaluation Factors: Award will be made to the responsible offeror representing the Best Value using a Trade-off process. Non-price factors (Technical Understanding, Past Performance, Management Plan) are approximately equal in importance and combined are significantly more important than price. Price reasonableness and realism will be evaluated, including verification of labor rates against the Davis-Bacon Wage Determination.
