Purpose & Scope
NOAA seeks IWT services to characterize ice accretion and shedding on an instrument pylon. This testing is crucial to evaluate effective de-icing or anti-icing methods for the pylon, which will be installed on a G550 aircraft. The RFI aims to understand industry capabilities to simulate specific icing conditions, including Supercooled Large Droplets (SLD) greater than 50 µm.
Key Requirements
The IWT vendor should be capable of simulating specific flight conditions: Calibrated Air Speed (CAS) of 160 knots, True Air Speed (TAS) of 201.8 knots, Mach 0.316, and an altitude of 14,400 feet (simulated). Other parameters include an Outside Ambient Temperature (OAT) of 23.5 °F, Droplet Mean Volumetric Diameter (MVD) of 15 µm, and Liquid Water Content of 0.707 grams per cubic meter, with test point durations of 2,700 seconds. The vendor should ideally provide power for heaters (115V, wattage TBD).
Submission Requirements
Interested firms must submit a statement of capabilities, limited to 15 unclassified pages. The statement should include a company profile (Name, Address, UEI, NAICS Code, business size, FSS/SIN, SBA status, and POC information) and a demonstration of capability. This includes expressing interest in providing a quote if solicited, describing the ability to meet RFI requirements, suggesting alternatives, and confirming facility availability within one year.
