This document is a Notice of Contract Action (NOCA) from the Department of the Air Force, Air Force Life Cycle Management Center, announcing the government's intent to solicit, negotiate, and award a sole source contract to Advantor Systems. The contract aims to procure the delivery and installation of an additional alarm system in a secure location within building 1614 on Hanscom AFB.

• Delivery and installation of an additional alarm system (ACS/IDS).

• Provision of all labor, equipment, and materials for the installation.

• Compliance with Intelligence Community Directive Number 705, DoD Special Access Program Security Manual, UL 2050, Security Requirements for Cryptographic Modules, and the Technical Specification for SCIF Construction.

• This is a sole source procurement under the authority of FAR 6.302-1 and 10 U.S.C. 2304.

• The government has received funding assurance.

• This is a pre-solicitation notice, not a Request for Proposal (RFP) or Invitation for Bid (IFB).

• Responses will be treated as information only and not as a proposal.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the delivery and installation of an additional alarm panel within the Area X program space at Hanscom Air Force Base, Massachusetts. The new panel must connect to the existing Security Forces Base Defense Operations Center (BDOC) and meet UL 2050 standards.

• Provide and install one IG2 IDS Panel.

• Ensure connectivity between the existing IG2 IDS Panel and the new panel.

• Program the new IG2 Panel for 24/7 alarm annunciation, mirroring existing configurations.

• Provide necessary components including SM Fiber Transport, IG2 LAN, FIPS encryption, Infratouch Keypad, and ACT Infratouch back box.

• Supply all other materials required for installation.

• Provide personnel certified to UL 2050 standards for installation.

• Submit a package including Specification Sheets, Operation and Maintenance Manuals, and Drawings.

• Perform pre-award and post-award site surveys.

• Provide a one (1) year Service and Maintenance Warranty.

• Resolve any system issues and provide training to program staff.

• The alarm panel must be certified by the installer to meet standards required within Extent 3 of UL 2050.

• Additional communications testing will be performed by the government to ensure proper encrypted traffic and communication signals.

• Work must be completed no later than 180 days after contract award.

• Work hours are Monday – Friday, 0700-1700, excluding Federal Holidays.

• Location: Building 1614, 11 Barksdale Street, Hanscom Air Force Base, MA 01730.

• All contractor personnel require vetting by HNJS Security staff and must provide specific identification and citizenship documentation.

• Adherence to Occupational Safety and Health Administration (OSHA) and Air Force Occupational and Environmental Safety, Fire Protection, and Health (AFOSH) guidance is mandatory.

• The SOW will not be discussed or disseminated outside of required agencies and personnel.
