Statement of Work (SOW) / Performance Work Statement (PWS)

To perform gardening, groundskeeping, and landscape maintenance services for the U.S. Consulate General Nogales, Sonora, Mexico.

• Provide regular gardening and irrigation services as specified in Section 1, Scope of Work.

• Perform temporary additional services, including emergency water truck services, as requested by the Contracting Officer's Representative (COR).

• Maintain the appearance of grass, garden areas, trees, and landscape elements within the Nogales, Sonora New U.S. Consulate Compound.

• Perform complete gardening, groundskeeping, and irrigation maintenance for all Government properties.

• Provide coordination, supervision, materials, tools, consumables, reagents, personal protective equipment (PPE), management, repair, and maintenance services.

• Adhere to The Green Seal Standard for Commercial and Institutional Cleaning Services, GS-42.

• Use cleaning products and chemicals that meet LEED v4.1 O+M EQ Prerequisite Green Cleaning Policy requirements and are EPA approved.

• Submit an Annual Groundskeeping Plan reflecting proposed frequencies and preventive measures.

• Perform specific pruning and maintenance for various desert trees, shrubs, perennials, and groundcovers as detailed in the SOW.

• Maintain native desert grass seed mixes, including installation and maintenance.

• Perform grass cutting, edging, trimming, weeding, paved surface treatment, and soil repair.

• Conduct watering and fertilizing according to specified methods and schedules.

• Implement pest and disease control measures using approved chemicals and methods.

• Ensure safe handling, application, removal, and disposal of hazardous and toxic substances.

• Maintain planters, other ground cover, and perform plant replacement as needed.

• Provide general cleaning services for gardens, paved areas, furniture, and moving of furniture.

• The contract period is 12 months from the Notice to Proceed, with four (4) one-year options to renew.

• The initial period includes any transition period.

• The Contracting Officer may extend the contract for an additional six (6) months.

• Location: U.S. Consulate General Nogales, Calle Kalamata #99, Colonia Jardines de Kalitea, Nogales, Sonora.

• All required services must be performed.

• No more than three (3) customer complaints per month, and no more than twelve (12) per year.

• No more than two (2) repeated customer complaints for the same deficiency per month, and no more than five (5) per year.

• Contractor must comply with all applicable Occupational Safety and Health Act (OSHA) regulations.

• Adherence to the approved Safety Management Plan.

• Contractor must provide a qualified workforce, including an on-site supervisor and horticulturist.

• Supervisor must have sufficient English language skills.

• Employees must wear clean, neat, and complete uniforms approved by the COR.

• Provide Safety and Personal Protective Equipment (PPE) as specified.

• Comply with all local laws, codes, ordinances, and regulations.

• Obtain all necessary permits, licenses, and appointments.

• Provide a current certificate of insurance.

• Develop a Transition Plan within 15 days of contract award.

• Register in SAM (System for Award Management).

• Submit a Grounds, Irrigation, and Landscape Maintenance Cost Schedule.

• Adhere to specific safety requirements for high-risk work, electrical safety, fall protection, scaffolding, chemical substance management, lifting loads, and confined spaces.

• Provide an up-to-date inventory of equipment kept in USG facilities.

• Contractor is responsible for Government furnished property in its possession.

• Contractor assumes responsibility and liability for personal injuries or property damage due to negligence.

• Provide workers' compensation insurance for US citizens or direct hires.

• Comply with local laws regarding employee wages and benefits.

• Obtain adequate insurance for damage to, or theft of, materials and equipment.

• Name "the United States of America" as an additional insured on the general liability policy.

• Enroll employees in the Mexican Social Security Institute (IMSS).

• Obtain all permits, licenses, and appointments required for performance of work.

• Submit a current certificate of insurance within ten (10) days of contract award.

• Develop a plan for preparing the Contractor to assume all responsibilities for landscape services.

• Deliverables include: Registration in SAM, General Instructions, Annual Groundskeeping and Irrigation Plan, Quality Management Plan, List of Personnel & Security Forms, Maintenance and Activity Log, Monthly Report, Safety Management Plan, Licenses and Permits, Certificate of Insurance, Transition Plan, Payment Request, and IRM Form W 14.
