Quick Summary
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to award a Firm-Fixed-Price contract on a non-competitive basis to THERMO ELECTRON NORTH AMERICA LLC for an Annual Service and Maintenance Agreement for a Thermo Scientific Quadrupole-Orbitrap Hybrid w/IC (Exploris 480) mass spectrometer and associated Vanquish components. This is a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation. Responses demonstrating capability to provide these services are due by June 13, 2026, at 12:00 PM EST.
Scope of Work
The requirement is for a Thermo Electron Unity Essential Support Plan to maintain and ensure the functionality of the specified mass spectrometer. The services must be compatible in all aspects (form, fit, and function) with the existing installed system.

Justification for Non-Competition
Thermo Electron North America LLC is identified as the Original Equipment Manufacturer (OEM) and the only source capable of providing comprehensive manufacturer-certified support for the fully integrated analytical system. The Exploris 480 mass spectrometer is a highly specialized and proprietary instrument requiring OEM-trained engineers, proprietary diagnostic tools, firmware, software, and parts. Third-party servicing is deemed insufficient, potentially leading to delays, incompatibility, inability to perform updates, performance degradation, and voiding manufacturer guarantees or liability.
