Quick Summary
The National Institutes of Health (NIH), Office of Acquisitions (OA), has issued a Notice of Intent (NOI) to award a non-competitive, firm fixed-price purchase order to Brigham and Women's Hospital (BWH). This opportunity, titled "Multi-dimensional sleep health and DNA methylation signatures," is a follow-on effort to continue and operationalize an existing research project. The primary goal is to retrieve previously collected blood samples from the BWH Biorepository, process them, and ship them to the National Institute on Aging (NIA) Laboratory of Neurogenetics for planned assays. Responses from interested parties are due by May 30, 2026, at 4:00 pm EST.
Scope of Work
The contractor will be responsible for providing a trained laboratory technician and research assistant to perform specific tasks:
- Retrieve 821 stored blood samples from the BWH Biorepository.
- Aliquot white blood cell samples into specified volumes and containers.
- Prepare 10% quality control samples.
- Label, document, and perform quality control checks.
- Package and ship samples to the NIA Laboratory of Neurogenetics in compliance with biospecimen handling and shipping regulations.

Justification for Sole Source
The government's determination to award this contract without full and open competition is based on extensive market research. Brigham and Women's Hospital, Inc. is identified as the only vendor capable of meeting the requirements because the necessary biorepository samples are currently stored at BWH, and they possess the trained personnel required for their handling and transport. This effort is a continuation of an existing project, with assay kits already procured under prior funding.
