Statement of Work (SOW) / Performance Work Statement (PWS)

To perform preventive maintenance, emergency maintenance, repairs, calibration, and operational improvements for Sakura manufactured pathology equipment used for laboratory animal tissue samples at the Defense Center for Public Health-Aberdeen (DCPH-A).

• Provide annual preventive maintenance, calibration, and repair support services for Sakura equipment.

• Perform scheduled and unscheduled maintenance, calibration, and repair, including physical inspection, testing, system functionality analysis, software updates, diagnosis, and repairs.

• Provide instrument integration, peripheral updates/replacements, and telephone support.

• Furnish non-consumable replacement parts as needed.

• Equipment calibration must be completed within 10 working days with 95% accuracy.

• Repairs must be completed with 95% accuracy and within 98% of the time.

• Technical support must be provided within one (1) business day for each equipment system upon failure.

• Contractor must maintain a Quality Control Plan (QCP) and adhere to performance standards.

• All work will be performed at the Contractor's facility.

• Services are to be performed during normal duty hours (Monday through Friday, 8:30 am - 4:30 pm), unless otherwise specified.

• Contractor personnel must be trained and possess necessary licenses/certifications.

• Access to Original Equipment Manufacturer (OEM) parts and software is required.

• Contractor must submit a draft QCP within 15 days of contract award.

• AT Level I awareness training is required for all contractor employees accessing Army installations.

• Compliance with personal identity verification requirements is mandatory.

• Unlimited live telephone technical support is required, 24 hours/day, 7 days/week.

• Recognized U.S. Federal holidays are listed, and deadlines falling on holidays will shift to the closest workday prior.

Presolicitation Notice / Other

This notice announces the Defense Health Agency Contracting Activity's (DHACA) intent to negotiate a sole source contract with SAKURA FINETEK USA, INC. for preventive maintenance and repair services for Sakura Laboratory Equipment. This equipment is used at the Defense Centers for Public Health (DCPH) - Aberdeen (DCPH-A) Laboratory for testing animal tissue samples. The services ensure the instruments remain operable according to manufacturer specifications and quality performance standards, requiring Original Equipment Manufacturer (OEM) trained technicians.

• Capability statements are due no later than 12:00 P.M. EST on June 1, 2026.
