NOI-Service and Maintenance of Sony SH800SFP Cell Sorter

Notice of Intent to Sole Source

This notice is a pre-solicitation synopsis indicating the government's intent to award a contract non-competitively for the service and maintenance of a Sony SH800SFP Cell Sorter (S/N 314054) owned by the National Center for Advancing Translational Sciences (NCATS). The instrument is mission-critical for the Functional Genomics Lab (FGL) and requires specialized maintenance.

• Service Provider: Services must be performed directly by the Original Equipment Manufacturer (OEM), Sony Biotechnology, Inc. Use of third-party subcontractors is not permitted.

• Scope: The contract will cover scheduled preventive maintenance and corrective service.

• Preventive Maintenance (PM): Includes one onsite visit per 12-month period, covering inspection, calibration, alignment, cleaning, lubrication, and necessary parts replacement according to OEM specifications.

• Repairs and Parts Replacement: Provision of all OEM-certified replacement parts and performance of repairs using OEM diagnostic tools and procedures.

• Technical Support: Unlimited telephone, email, and remote diagnostic support, with onsite OEM service provided within 72 hours if remote support is insufficient.

• Software and Firmware: Updates and direct support for Sony proprietary software and system configuration.

• Period of Performance: 12 months (Base Year), beginning upon award.

• Contracting Authority: FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

• Statutory Authority: FAR 6.302-1 (Only One Responsible Source).

• This is NOT a request for competitive proposals.

• Interested parties may submit a capability statement, proposal, or quotation to demonstrate interest and capability.

• Responses must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. Point, DUNS, TIN, and business size certification.

• All offerors must have an active registration in SAM.gov.

• Sony Biotechnology, Inc. is identified as the sole provider of maintenance for this proprietary equipment.

• The government reserves the discretion to determine whether to proceed on a non-competitive basis or to conduct a competitive procurement based on responses received.

Statement of Work (SOW)

To ensure the reliable operation, maintain manufacturer specifications, and protect the system integrity of one (1) Sony SH800SFP Cell Sorter (S/N 314054) owned by the National Center for Advancing Translational Sciences (NCATS), Functional Genomics Lab (FGL).

• Provide OEM-authorized service and maintenance for the Sony SH800SFP Cell Sorter.

• Services must be performed directly by the Original Equipment Manufacturer (Sony Biotechnology).

• Third-party service integrators or subcontractors are not permitted for core service requirements.

• Preventive Maintenance (PM): One (1) onsite PM visit per 12-month period, including inspection, calibration, alignment, cleaning, lubrication, and necessary part replacement, all performed according to OEM specifications and standards.

• Repairs and Parts Replacement: Provide all necessary OEM-certified replacement parts sourced directly from Sony Biotechnology. Repairs must use OEM diagnostic tools and procedures.

• Technical Support: Unlimited telephone, email, and remote diagnostic support. Onsite OEM service within 72 hours of dispatch if remote support is insufficient.

• Software and Firmware Support: Provide software and firmware updates and direct support for Sony proprietary software and system configuration.

• Deliverables: Preventive maintenance and repair services as required, and a Service Report following each visit documenting work performed and certifying the instrument's fully functioning condition.

• Ensure system performance, minimize downtime, and maintain user safety.

• All services performed in accordance with OEM specifications, service manuals, and engineering standards.

• Onsite service within 72 hours of dispatch if remote support is insufficient.

• Period of Performance: Base Year: Begins upon award (12 months).

• Place of Performance: Onsite at NCATS.

• Personnel: Services must be performed by Sony Biotechnology factory-trained and certified service engineers with direct access to OEM proprietary diagnostic systems, firmware, and calibration tools.

• Parts: All parts must be OEM-certified and sourced directly from Sony Biotechnology.

• Shipping and Logistics: Contractor shall cover all shipping and handling costs for replacement parts and components.

• Travel: Included at no additional cost to the Government.

• Confidentiality: All data will be confidential.

• Provide reasonable access to the instrument for preventive maintenance, repairs, and support services.
