Evaluation
This notice is not an RFQ, and no solicitation document exists. The government intends to proceed with a sole source award to Instem, LLC. However, if a vendor challenges this basis, they must submit a capability statement with sufficient detail and convincing evidence demonstrating their ability to provide these supplies. The government will use this information solely to determine whether to conduct a competitive procurement or proceed with the sole source. A determination not to compete is solely at the government's discretion.
Additional Notes
Instem, LLC is the sole developer, manufacturer, and distributor of the Pristima XD software, retaining all proprietary rights. USAMRIID has used this software for many years, housing extensive historical research data within the platform. Transitioning to an alternative platform would break data continuity, render historical datasets incompatible, and compromise scientific validity, causing unacceptable delays to the USAMRIID research mission. Therefore, Instem is considered the only source capable of ensuring continued operation and data integrity.
Capability statements must be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment to grant.a.gratton.civ@health.mil, emily.k.ohara.civ@health.mil, and jayme.l.fletcher2.civ@health.mil. No phone calls will be accepted.
