Quick Summary
The National Institutes of Health (NIH) intends to award a firm-fixed price contract to Omnicell for onsite server upgrades to patient care unit pharmacy dispensing cabinets and related systems at the NIH Clinical Center, Bethesda, MD. This is a Notice of Intent to Sole Source, not a request for quotation.
Scope of Work
This acquisition covers onsite support for server upgrades to existing Omnicell patient care unit pharmacy dispensing cabinets, associated pharmacy systems, and Omnicell servers. The services include maintenance and repair for the proprietary Omnicell inventory management system, which utilizes software and hardware exclusive to Omnicell and its service team.

Justification for Sole Source
The NIH justifies this sole-source acquisition under FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), stating that Omnicell is the original equipment manufacturer and the only source provider for its proprietary system. Omnicell does not sell or provide parts, software, or validation protocols to outside vendors. A Justification for Other than Full and Open Competition (JOFOC) further details this rationale, confirming the need for Omnicell's exclusive expertise for software, licenses, and hardware upgrades, including a 12-month maintenance and support contract. The acquisition is planned for July 2026.
