Scope of Work

The anticipated work involves a five-year contract, valued at up to $25 million, for non-AE construction management services. These services include, but are not limited to: interpreting/communicating designs, record keeping, budget/schedule monitoring, inspection, reporting, safety monitoring, submittal processing, testing, progress payment processing, construction cost estimating, contract modification preparation, claims prevention, and photo documentation.

Firms must demonstrate in-house capability in disciplines such as Architectural, Civil, Geotechnical, Cost engineering, Project scheduling, Quality assurance, Safety, Structural, Mechanical, Electrical, Commissioning, Cyber Security, Electronic Surveillance Security, Fire protection, and Flood risk management. Services cannot include architect-engineer services or construction services.

Required Experience & Capacity

Contractors must have experience in both Vertical Construction (including related horizontal work) and Civil/Horizontal Construction (e.g., seawalls, piers, dredging, shoreline protection, utility/infrastructure, flood risk management). The government anticipates issuing up to forty (40) concurrent task orders, requiring prime firms to demonstrate this capacity.

Specific project experience requirements include at least one project each over $50 million, a seawall construction project, a pier/waterfront improvement project, a Central Utility Plant project, a Historic Building Renovation project, and a Clinic/medical center project. Firms must provide senior-level personnel (15+ years experience) in key disciplines, with local experience preferred.

Submission Requirements

Interested firms should submit: quality management narratives for in-house staff and for managing sub-contracts, and past performance letters (CPARS or recommendation letters) for each example project.
