Justification for Sole-Source
The Government determined that Eurofins is the only responsible source capable of providing these services without interruption. This decision was made to prevent a lapse in critical analytical support following the no-cost termination of the incumbent contract. Eurofins currently provides drinking water analysis services to the Government and possesses the necessary laboratory capabilities, accredited testing infrastructure, qualified personnel, established quality assurance processes, and reporting systems to immediately perform the required non-drinking water sample analysis. Their existing support and ability to rapidly assume performance minimize transition risk and ensure continuity of public health support.
