Scope of Work
The contractor will provide non-emergent Basic Life Support (BLS) medical transportation services 24 hours a day, 7 days a week, including holidays. Services include transporting inmates, including those with physical or mental handicaps, to outside medical appointments, hospital trips, and transfers between providers. Vehicles must be well-maintained, clean, and equipped with appropriate safety restraints and functioning HVAC. Drivers must possess valid licenses and BLS certifications, adhering to strict conduct rules. A contingency/backup plan for service disruptions is required. The contractor must be a certified provider of paratransit services in North Carolina and comply with all applicable federal, state, and local laws, including those from the NC Department of Motor Vehicles and The Joint Commission. An "Excess Mileage Rate" line item has been added via amendment.

Quotes must be submitted electronically via email to sburke@bop.gov in PDF format only, utilizing the attached Standard Form 1449 and any additional required forms. Faxed and hand-delivered quotes will not be accepted. Quoters must be registered in the System for Award Management (SAM) database for "All Awards" with NAICS code 621910 and include their Unique Entity Identification (UEI) number. Contractors must comply with FAR 52.222-54, E-Verify Requirements, by enrolling in E-Verify within 30 days of contract award.
