This solicitation is for Non-Emergent Basic Life Support (BLS)/Advanced Cardiac Life Support (ACLS) Medical Transportation Services for the Federal Correctional Complex (FCC) Butner, NC. The Federal Bureau of Prisons (BOP) intends to award a single Indefinite Delivery/Requirements type contract with firm-fixed unit prices.

• Provide non-emergent ambulance and medical transportation services 24 hours a day, 7 days a week, including holidays.

• Transport inmates, including those with physical or mental handicaps, in wheelchairs, and aged or infirm individuals.

• Services include transport to outside medical appointments and hospital trips, and transfers between providers.

• Vehicles must be equipped with appropriate safety restraints, functioning heaters/air conditioning, and be well-maintained and clean.

• Drivers must possess valid licenses, approved first aid, and BLS/ACLS certifications (for attendants).

• Drivers must adhere to strict conduct rules, including no texting while driving and no use of intoxicants.

• Maintain a contingency/backup plan for service disruptions.

• Comply with all applicable federal, state, and local laws, regulations, and standards, including those from the North Carolina Department of Motor Vehicles and The Joint Commission.

• Contractor must be a certified provider of paratransit services in North Carolina.

• Type of Contract: Indefinite Delivery/Requirements with firm-fixed unit prices.

• Anticipated Award Date: June or July 2026.

• Anticipated Effective Date of Award (EDOA): July or August 2026.

• Performance Period: Base year (12 months from EDOA) plus four (4) 12-month option years.

• Estimated Maximum quantities are provided in the Schedule of Supplies/Services.

• Quotes are due by 05/22/2026 at 10:00 CT.

• Quotes must be submitted electronically via email to sburke@bop.gov in PDF format only.

• Faxed and hand-delivered quotes will not be accepted.

• Key submission documents include: Standard Form 1449, Schedule of Supplies/Services, Business Management Questionnaire, and Certificate of Liability Insurance.

• Evaluation will be based on FAR Part 12, considering price and past performance history, with the intent to award to the best value.
