Scope of Work
The requirement is for ten (10) qualified RNs or LPNs to provide direct patient care in Outpatient clinics. Services include EKG, cardiac monitoring, medication administration, wound care, patient education, physical examinations, and point-of-care testing. Personnel may also be assigned to the Emergency Room or Acute Care In-Patient units for specific tasks. LPNs cannot exceed 50% of the total workforce.
Contract Details
This will be a Labor Hour Type Contract (Purchase Order) with a Base Period of three (3) months and eight (8) three-month Option Periods, totaling approximately 27 months (March 1, 2026, to May 31, 2028). The associated NAICS Code is 561320 (Temporary Help Services) with a $34.0 million size standard. Funding will be obligated in three-month increments.
Eligibility & Submission Requirements
This acquisition is a 100% ISBEE Set-Aside. Offerors must complete the Indian Firm Representation Form and be registered in SAM.gov with a Unique Entity ID (UEI) and TIN. Quotes must be submitted via email to ashleigh.yazzie@ihs.gov by the deadline. Submissions require four volumes:
- Volume 1: Administrative Documents (Signed SF-1449, representations, certifications).
- Volume 2: Technical Capability and Approach (Detailed approach, key personnel qualifications, resumes, certifications, project schedule).
- Volume 3: Past Performance (3-5 relevant Non-Personal Service Contracts within the last 5 years).
- Volume 4: Price (Detailed pricing, budget narrative, discount terms). Crucially, no pricing information is to be included in Volumes 1, 2, and 3. All quoted unit pricing must be all-inclusive.

Special Requirements
Personnel must hold current, unrestricted state nursing licenses, have passed NCLEX, and possess American Heart Association BLS, ACLS, and PALS certifications. All personnel require a Federal background investigation, including an FBI National Criminal History Check and fingerprinting, and must obtain a PIV card. Employees must not be listed on the HHS Office of Inspector General List of Excluded Individuals/Entities (LEIE). Compliance with the Department of Labor Wage Determination for specified South Dakota counties is mandatory. Invoices must be submitted via the Invoice Processing Platform (IPP).
