• Pricing Arrangement: Firm Fixed Price.

• The contract period of performance is 30 calendar days from the Date of Award.

• Delivery is FOB Destination to Offutt AFB, NE.

• Offerors must be registered in the System for Award Management (SAM.gov).

• Quotes must be valid for 60 calendar days after the submission due date.

• The response shall consist of: Price Quotation, Technical Approach, and Fill-In Clauses/Provisions.

• Technical Capability will be evaluated based on a plan describing how the vendor will meet the requirements outlined in the Statement of Need (SoN) and Performance Work Statement (PWS).

• Quotes will be evaluated as technically acceptable or technically unacceptable.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• The Government intends to award a contract without discussions.

• Site Visit (if needed): Wednesday, 1 April 2026 at 09:00 AM CST.

• Questions for solicitation due: Friday, 3 April 2026 at 11:00 AM CST.

• Answers to questions provided: Monday, 6 April 2026 at 11:00 AM CST.

• Quote Submission Due Date: Wednesday, 8 April 2026 at 11:00 AM CST.

• This acquisition is set aside 100% for Small Business.

Statement of Need

To address a deficiency for Offutt AFB's Class II Air Operating Permit by installing a non-resettable flow meter at the Fire Department Training Grounds. This is to ensure compliance with propane usage limits and avoid potential fines or loss of use of the Fire Department Aircraft Trainer.

• Installation of a non-resettable flow meter on the propane fuel supply line to the fire department aircraft training tower.

• All necessary electrical hookups for the flow meter.

• Provision of all required tools, materials, equipment, and permits for installation.

• Potential site visit if necessary.

• The flow meter must be non-resettable and include a totalizer.

• It must fit on a 2 1/2" Schedule 40 pipe.

• The meter must be capable of calibration and compatible with liquid propane.

• It must be rated for use in hazardous areas and for continual outside use.

• Calibration materials should be provided if the user is capable of calibrating.

• Installation at the Fire Department Training Grounds, Offutt Air Force Base.
