USTRANSCOM is conducting market research through a Request for Information (RFI) for Non-Temporary Storage of Retrograde (NTS-R) services. Scope of Work
The program requires comprehensive, long-term storage services for HHG shipped inbound from overseas. This includes providing DoW-approved storage facilities, operating authority, permits, licenses, labor, materials, supervision, management, personnel, office space, file storage, mandatory insurance, and equipment. The overall scope covers receiving, handling-in, storing, and handling-out HHG. Facilities must be capable of storing up to 30 million gross pounds of HHG annually, with primary facilities located within a 50-mile radius of Norfolk, VA, and/or Oakland, CA.
Key Requirements / Deliverables
- Contractor-operated facilities for receipt, storage, and release of HHG.
- Compiling advance documentation and providing entitlement/shipment notifications.
- Fumigation of stored HHG as needed.
- Coordinating release/delivery dates with DoW personnel and Transportation Service Providers (TSPs).
- Traffic management functions and maintenance/repair of damaged crates.
- Inspecting received HHG for damage and settling claims for damage in contractor's custody.
- Facilities must maintain interior ambient temperature between 35°F and 75°F, and relative humidity between 30%-55%.
- Secure, web-based IT systems for managing HHG shipments with 98% availability.
- Compliance with NIST SP 800-171 and DFARS 252.204-7012 for cybersecurity.
