Quick Summary

USTRANSCOM is conducting market research through a Request for Information (RFI) for Non-Temporary Storage of Retrograde (NTS-R) services. This RFI seeks information from businesses capable of providing comprehensive, long-term storage for Household Goods (HHG) belonging to deployed military and civilian personnel of the U.S. Department of War (DoW). The primary need is for storage facilities on the East and West coasts of the United States. Responses are due by February 6, 2026, at 3:00 PM CT.

Scope of Work

The program requires comprehensive, long-term storage services for HHG shipped inbound from overseas. This includes providing DoW-approved storage facilities, operating authority, permits, licenses, labor, materials, supervision, management, personnel, office space, file storage, mandatory insurance, and equipment. The overall scope covers receiving, handling-in, storing, and handling-out HHG. Facilities must be capable of storing up to 30 million gross pounds of HHG annually, with primary facilities located within a 50-mile radius of Norfolk, VA, and/or Oakland, CA.

Key Requirements / Deliverables

  • Contractor-operated facilities for receipt, storage, and release of HHG.
  • Compiling advance documentation and providing entitlement/shipment notifications.
  • Fumigation of stored HHG as needed.
  • Coordinating release/delivery dates with DoW personnel and Transportation Service Providers (TSPs).
  • Traffic management functions and maintenance/repair of damaged crates.
  • Inspecting received HHG for damage and settling claims for damage in contractor's custody.
  • Facilities must maintain interior ambient temperature between 35°F and 75°F, and relative humidity between 30%-55%.
  • Secure, web-based IT systems for managing HHG shipments with 98% availability.
  • Compliance with NIST SP 800-171 and DFARS 252.204-7012 for cybersecurity.
