Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) is issuing a Sources Sought Notice to identify potential sources for Nondestructive Testing (NDT) Equipment. This equipment is crucial for assessing the health of reactor components, ensuring the safe and reliable operation of the aging National Bureau of Standards Reactor (NBSR) in Gaithersburg, MD. Responses are due by April 2, 2026.

Scope of Work

NIST seeks a set of NDT equipment to enable NCNR staff to perform system health assessments. The required equipment includes:

  • Two (2) Ultrasonic Flaw Detectors: Must feature dynamic DAG/TCG, onboard DGS/AVG, AWS D1.1/D1.5 rating, manual PPRF control (10Hz-2000Hz), single-shot measurement, tunable square wave pulser, basic digital receiver filters, 5 customizable measurement displays, internal alphanumeric datalogger, multiple report formats, editable parameters, and a color LCD.
  • Two (2) Eddy Current Flaw Detectors: Must include USA/Canada power cord, English keypad/instructions, rigid transport case, DC battery charger, Smart 11.wV, 73Wh Li-Ion battery, emergency AA tray cell holder, standard factory calibration, USB cable, at least 4GB MicroSD, and wrist strap/lanyard.
  • Sixty-four (64) total parts for transducers and probes: Including screw-in wedge angled refracted shear waves for 45, 60, and 70 degrees (for steel, aluminum, stainless steel), and external/handheld transducers/probes.
  • Two (2) Weld Inspection Kits: With a frequency range of 100kHz – 600 kHz, aluminum crack block with three EDM notches, and 7-pin LEMO connectors.
  • Six (6) Test Blocks: Two each for 1018 steel, 7075 aluminum, and 304 stainless steel, featuring 5-step blocks (0.1” per step) and ASTM E164 IIW Type Block with lucite plug.

Response Requirements

Interested parties should provide:

  • Company name, address, contact information (name, email, phone), and Unique Entity ID (UEI) if registered in SAM.gov.
  • Small business status for the listed NAICS code, or propose an alternative NAICS code.
  • Any other valuable information for NIST's market research.
  • Do not provide proprietary information.
