This solicitation is for the repair and maintenance of the USS TRIPOLI (LHA-7). The work includes replacing non-skid deck covering on various decks, replacing the flight deck access ramp door electric brake, and performing an inspection. Award of the contract will be restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• Replacement of non-skid deck covering on 03-61-1-Q.

• Replacement of non-skid deck covering on the flight deck.

• Replacement of non-skid (peel and stick) deck covering on the 05 Level Aft Weather Deck.

• Replacement of the flight deck access ramp door electric brake.

• Inspection of the flight deck access ramp door electric brake.

• Contract Type: Firm Fixed Price.

• Period of Performance: Approximately April 13, 2026, to July 31, 2026.

• The solicitation is for a negotiated acquisition more than the Simplified Acquisition Threshold (SAT).

• Proposals must be submitted electronically via email by the date specified in SF33 block 9.

• Offerors must be registered in the System for Award Management (SAM).

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Proposals will be evaluated for acceptability, not ranked using non-price factors.

• To be eligible for award, Offerors must meet the following criteria:

  • Offer a total evaluated price determined to be fair and reasonable.
  • Obtain a technical acceptability rating of "Acceptable".
  • Be determined responsible under FAR 9.104.

• Firms must possess a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• Firms without an MSRA/ABR may be ineligible unless adequate time exists for Navy to perform an assessment and execute the agreement.

• Non-MARAV holders are instructed to substitute "contract" for "job order" in specific DFARS clauses.

• The solicitation is for the USS TRIPOLI (LHA-7).

• The anticipated award date is not contractually binding and is subject to change.

• Offerors are encouraged to submit their best offer from a price standpoint as the Government intends to award without discussions.

Amendment / Modification

This document serves as an official email response to ESR LHA7-0077, updating information regarding the inspection of the Flight Deck Access Ramp Door Electric Brake.

Key updates include:

• Location and equipment have been updated per Enclosures (1) and (2).

• The magnet gap and torque spring length need to be adjusted per reference (e).

• A discrepancy was noted between tolerance values in references (b) and (c) regarding torque settings for the electric disc brake. Reference (e) specifies a 10 ft-lbs brake assembly, while reference (b) corresponds to a 135 ft-lbs setting, which is outside the rated range. The shipboard model and torque align with references (d) and (e).

• References to specific maintenance procedures and equipment specifications have been updated or clarified.

• The document addresses discrepancies in torque settings between different references.

• Recommends that the ship submit PMS feedback to correct the values for the GSE Door.

• Bidders should ensure their proposals and work plans align with the corrected tolerances for magnet gap and torque spring length as specified in reference (e).

This document details the requirements for replacing the nonskid (peel and stick) deck covering on the 05 Level AFT Weather Deck of the USS Tripoli.

• Task: Replace existing degraded nonskid deck covering with new peel and stick nonskid deck covering.

• Location: 05 Level Weather Deck, Frame 89 through 94, AFT Side.

• Area: Approximately 950 SF for preservation and 800 SF for the new nonskid covering.

• Cleaning and preservation of surfaces to match surrounding areas.

• Application of new markings using manufacturer's "COLOR TOPPING".

• Adherence to specific cleaning standards (SSPC-SP-11, SSPC-SP-3, SSPC-SP-2) using power and hand tools.

• Prohibition of aluminum oxide abrasive blast media.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for replacing the nonskid deck covering on the flight deck of the USS Tripoli (LHA-7).

• Location: Flight Deck, Frame 53 to 93, from the Port Side of the Island to the Port Side of the Center, excluding the "CRITICAL COATED AREA" which has visible thermal spray nonskid.

• Area: Approximately 4,800 SF of nonskid deck covering on the flight deck, plus an additional 450 SF around the nonskid deck area, extending up to 7 inches above the surface of structure members, bulkheads, deck fittings, and aircraft securing fittings.

• Tasks: Includes inspection of washdown nozzles and deck drains, removal of damaged nonskid, installation of new countermeasure washdown nozzles and deck drain strainers, partial replacement of the nonskid deck covering system, and application of new markings.

• Inspection of washdown nozzles and deck drains for clogs and damage prior to and upon completion of work.

• Reporting of inspection results and visual inspection findings.

• Application of new markings using manufacturer's "color topping."

• Cleaning and preservation of new and disturbed surfaces to match the surrounding area.

• Use of specific methods for removal, such as water jetting (up to 20,000 psi) to avoid damaging underlying Thermal Spray Nonskid (TSN).

• Notification to the Project Team prior to application of new markings to coordinate assistance.

• Government Furnished Material (GFM) includes parts kits for countermeasure washdown nozzles and sheet metal for steel.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for replacing the nonskid deck covering on the Mobile DK EQPT (03-61-1-Q) of the USS Tripoli.

• Replace approximately 450 SF of nonskid deck covering on the Mobile DK EQPT, including fixed and portable ramps.

• Apply preservation to an additional 150 SF on the Mobile DK EQPT, extending up to 6 inches above vertical surfaces, fixed and portable ramps, and miscellaneous fittings.

• Accomplish cleaning and preservation of new and disturbed surfaces to match surrounding areas.

• Prior to work, test all deck drains to ensure they are not clogged or damaged.

• Upon completion, re-test all deck drains to ensure they are not clogged.

• Accomplish cleaning to SSPC-SP-11 (power tool), SSPC-SP-3 (power tool), and SSPC-SP-2 (hand tool) standards as applicable.

• Submit a report detailing the results of the drain testing.
