Quick Summary
The Department of the Navy, specifically NAVSUP FLT LOG CTR YOKOSUKA, is soliciting proposals for the replacement of nonskid deck covering on the forecastle deck of the USS RUSHMORE (LSD-47). This is a Firm-Fixed-Price (FFP) single award contract. The opportunity is restricted to sources authorized to operate and do business in Japan and possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR). Proposals are due March 02, 2026.
Scope of Work
The primary task involves replacing the nonskid deck covering on the forecastle deck (02 Level Deck, from bow to Frame 21) of the USS RUSHMORE (LSD-47). This includes various specific areas such as Boatswain STRM No. One, Windlass RM, Ship Store Storerooms (No. 1, 2, and 3), Landing Force EQPT STRM, multiple passages, Electric Power Conversion Room No. One, Fan Room, Electrical Shop, Troop Armory, Troop Living Spaces, DK Gear LKR, Light Traps, and Dumbwaiter. The work encompasses approximately 2,350 SF of nonskid covering, 1,200 SF of preservation, 200 SF of deck plate repair, 10 SF of pitted surfaces, and 10 LF of existing seams/butts. Preservation work is required up to 8 inches above the vertical surface of structure members, foundations, deck fittings, and deck edges. The initial condition notes that approximately 10% or more of the forecastle deck exhibits severe corrosion.
Performance Standards
Work requires visual inspection of deck plates for structural integrity, deterioration, pitting, cracks, and damage. Repair of damaged structures must use specified steel plate thickness (3/16", 1/4", 5/16") conforming to MIL-S-22698 Grade DH-36. Welding and nondestructive testing of welded joints are required, along with local air hose tests for watertight boundaries with no allowable leakage. Cleaning standards include Power tool cleaning (SSPC-SP-11, SSPC-SP-3) and hand tool cleaning (SSPC-SP-2). Inspection of countermeasure washdown nozzles and submission of Marine Chemist certificates and reports are also required.
