Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for a North Zone Stone IDIQ contract for the Monongahela National Forest. The Forest Service (FS) requires stone and aggregate for the Cheat, Greenbrier, and Potomac Ranger Districts in West Virginia. The acquisition is unrestricted, and the North American Industry Classification Standard (NAICS) code is 212312 – Crushed and Broken Limestone Mining and Quarrying, with a small business size standard of 750 employees.

• The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) type, Firm-Fixed Priced contract.

• The contractor shall provide all labor, materials, equipment, tools, supplies, and transportation necessary to supply stone and aggregate.

• Specific requirements, including technical data and supporting documentation, are detailed in various attachments.

• Anticipated award is a firm-fixed price IDIQ contract with five (5) one-year ordering periods, not to exceed five (5) years in total duration.

• The government reserves the right to make multiple awards if it determines it to be in the best interest of the government.

• Submission Deadline: Offers are due by 1:00 PM (EST) on Friday, March 13, 2026.

• Submission Method: Submit offers via email to carrie.edwards@usda.gov with "Technical Proposal and Price" as separate attachments.

• Evaluation Criteria: Award will be made to the offeror with the highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance. Tradeoffs will not be conducted.

• Key Evaluation Factors: Technical Approach, Capability Statement, Relevant Experience, Price, and Past Performance.

• Period for Acceptance of Offers: Offerors must hold prices firm for 90 calendar days from the specified receipt date.

• This acquisition is not set-aside for small business concerns and is an unrestricted requirement.

• Qualification requirements are identified in the Statement of Work (Attachment #3).

• The F.O.B. point for all deliverables is destination.

• Early deliveries will not be accepted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for a North Zone Stone Contract for the Monongahela National Forest. The Forest Service (FS) requires an Indefinite Delivery, Indefinite Quantity (IDIQ) type, Firm-Fixed Priced Contract for stone and aggregate products.

• The contractor shall provide all labor, materials, equipment, tools, supplies, transportation, and incidentals necessary to supply stone and aggregate to the FS.

• Deliveries are to be made at locations and under conditions specified in the contract and any Task Order (TO).

• The contractor must have the capacity to deliver a minimum of 300 tons per day to any designated site when directed by a TO.

• The contract covers quantities actually ordered during the contract term, which may be more or less than estimated.

• Materials must meet West Virginia Division of Highways Standard Specifications (Sections 704, 703, 704.2, 704.8 for Stone and Crushed Aggregate, Coarse Aggregate, Riprap, and Shot Rock, respectively).

• Sampling and testing for quality are the contractor's responsibility, with the FS retaining the right to perform acceptance testing.

• Material failing to comply with quality requirements will not be accepted.

• The contractor shall exercise caution to prevent conflict with or hazards to road users, and roads should remain passable when possible.

• The contractor is liable for any damage to government infrastructure.

• The contract is for the North Zone of the Monongahela National Forest, which includes the Cheat, Greenbrier, and Potomac Ranger Districts in West Virginia.

• Task Orders will specify the tasks and estimated quantities for aggregate placement.

• Contractor invoices must include specific details such as weigh ticket numbers, contractor name/address, invoice date/number, contract/task order number, TIN, description, quantity, unit price, extended price, and contact information for defective invoices.

• The contractor must coordinate work schedules with site representatives to ensure access.
