Evaluation & Submission
This is a two-phase source selection process based on Best Value Trade-Off.
- Phase One: Evaluation of Qualifications & Certifications (including revised, more flexible standards for the Designer of Record), Technical Approach (with a 20-page limit for Factor 2), and Past Performance. The timeframe for relevant past performance projects has been extended to ten years. Offerors must provide written consent for major subcontractor past performance disclosure under specific conditions. Up to eight total projects are allowed for prime and major subcontractors. The top five most qualified firms will proceed to Phase Two.
- Phase Two: Evaluation of Work Plan, Small Business Participation (requiring a detailed plan), and Price.
