Justification
The sole source justification is based on the proprietary nature of ICDx and NoteCetera, which were custom-engineered for NIH and are deeply integrated into the CRIS system. Working Diagnosis LLC is the only vendor possessing the proprietary code, technical expertise, and integration knowledge required to maintain and enhance these tools, as per FAR 13.106-1.
