Set-Aside / Justification for Limited Competition
This action was justified under FAR § 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold (SAT) where only one source is reasonably available. Market research indicated that suitable veterinary surgical services for canine hip replacements were not readily available on GSA or SBA. VCA Animal Specialty Group was identified as the only veterinarian specializing in hip replacements for canines located near the MWD's military station (Edwards Air Force Base, California).
