Justification & Submission
This is a sole source action under FAR 13.106-1(1), as COMSOL Multiphysics software is proprietary to COMSOL Inc., and educational licensing is exclusively available directly from the manufacturer. This notice is not a request for competitive proposals.
Sources interested in responding must submit a capability statement demonstrating their ability to provide the required licenses and proof of being an authorized vendor. Capability statements shall not exceed 6 pages (8.5 x 11 inch, minimum 10-point font). Submissions must be sent via email ONLY as a Microsoft Word or Adobe PDF attachment to Contract Specialist Brenna Bronder at brenna.m.bronder.civ@us.navy.mil.
