Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the sole-source acquisition of one used 2019 Grove GRT880 80-Ton rough terrain crane, Serial Number 236124, from MGX Equipment Services, Inc. The estimated contract cost is $524,935.00. The acquisition is for a specific commercial product currently located on-site and in use by the requiring activity.

• One (1) used 2019 Grove GRT880, 80-ton capacity rough terrain crane (Serial Number 236124).

• The crane is needed to support daily test operations, including movement and positioning of large test targets, mounting/dismounting operations, and securing assets.

• The requiring activity needs to maintain a minimum of two operational cranes to execute its test missions.

• Estimated Contract Cost: $524,935.00

• Authority: 10 U.S.C. 3204(a)(1) - Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements.

• Contracting Activity: Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division, AFTC/PZI (Holloman), NM.

• Requiring Activity: 704th Test Group, Detachment 1.

• This is a sole-source justification, not a solicitation for proposals.

• Market research was conducted to confirm price reasonableness and identify potential sources.

• A Notice of Intent to award on a sole source basis was posted to SAM.gov.

• No other sources have submitted written capability statements expressing interest.

• Not applicable as this is a sole-source acquisition.

• The crane has been leased and operated by the requiring activity since 2019.

• Purchasing the asset is deemed more fiscally responsible than continued rental, with a break-even point of approximately 4.3 months of use per year.

• Acquiring this specific on-site asset avoids delays, transportation, and mobilization costs associated with obtaining a new asset.

• Future requirements for cranes will be procured using full and open competition unless a similar circumstance justifies otherwise.

Statement of Work (SOW)

To procure an 80-ton rough terrain crane for the 704th Test Group, Detachment 1 at the National Radar Cross Section Test Facility (NRTF). This crane is needed for daily operations, including loading/unloading trucks, mounting and dismounting test targets, and emergency operations. The NRTF seeks to purchase a used crane to fill an open authorization and save costs compared to buying new.

• Crane Specifications:

  • 80-ton lift capacity
  • 360-degree rotating planetary swing with multi-disc brakes and hydraulic swing parking brake
  • 40-to-135-foot boom length
  • One double-acting hydraulic cylinder (-3° to 80°) with integral holding valve
  • Heated and cooled cab with skylight and cab-mounted work lights
  • One-piece 22,000 lb. hydraulically installed and removed
  • 4-wheel drive, 4-wheel / 4-mode steering
  • Grooved drum main hoist with automatic multi-disc brake, electronic hoist rotation indicator, hoist mirror, and 3rd wrap indicator
  • Minimum 700 ft. of 3/4 in. diameter 35 x 7 class (rotation resistant) wire rope on main hoist
  • Water-cooled diesel engine with 3 forward and 3 reverse speeds (3 HI / 3 LO)
  • Full lighting package (turn indicators, headlights, taillights, brake lights, 4-way hazard lights, cab-mounted work lights)
  • Multiple outriggers with position monitoring system
  • Dual line full hydraulic braking system with front axle mounted spring-applied parking brake

• Safety and Regulatory Requirements:

  • Installed fire extinguisher
  • Single, swivel hook with safety latch
  • Back-up alarm
  • Dual rear view mirrors
  • Front storage well

• Period: Contract acquisition to be completed within 60 days after receipt of order (ARO).

• Place: 704th Test Group, Detachment 1, National Radar Cross Section Test Facility (NRTF), approximately 50 miles from Holloman AFB.

• The crane must be available on-site and cannot be rented or borrowed.
