Quick Summary
The Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO) has issued a Notice of Intent to Award a Sole Source Contract to Patriot Group International (PGI). This contract is for highly specialized Red Cell Surveillance Team services, secure non-standard lodging, and tactical training support in San Diego, CA. The intent is to award sole-source due to PGI's proprietary rights to the "Buzzard" Program of Instruction (POI), which is critical for interoperability with operational mission partners. Responses from other interested parties are due by June 16, 2026.
Opportunity Details
This is a Special Notice published to fulfill FAR Subpart 5.2 public notification requirements. While the Government intends to communicate solely with PGI, other responsible sources who possess the proprietary rights and capabilities for the "Buzzard" POI are encouraged to submit a Technical Capability Statement. The Government will review submissions to determine if a competitive procurement is feasible for this or future requirements.
Scope of Work
The requirement is for non-personal services to support a Mission Rehearsal Exercise (MRX) for Specialized Intelligence Detachments (SIDs). Key services include:
- Providing a highly specialized Red Cell Surveillance Team to simulate realistic adversaries.
- Conducting participant performance evaluations utilizing the proprietary "Buzzard" POI, its metrics, and Tactics, Techniques, and Procedures (TTPs).
- Full-service logistical acquisition and management of secure, non-standard participant lodging (e.g., Airbnb, VRBO) used as operational training areas.
- Providing direct feedback and analysis to the Exercise Control (EXCON) group.
Submission Requirements
Interested vendors must submit:
- A Technical Capability Statement (not exceeding 3 pages, excluding cover page) demonstrating ability to perform all PWS requirements, specifically addressing the Red Cell Team, "Buzzard" POI evaluations, and lodging management.
- Past Performance Information (not exceeding 3 pages) for efforts within the last three years of similar scope, complexity, and operational sensitivity. Include contract number, customer, period, description, and POC.
