Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance of Work Statement (PWS) outlines the requirements for non-personal services to support the Supporting Battalion and Supporting Company's Mission Rehearsal Exercise (MRX). The MRX aims to train Specialized Intelligence Detachments (SIDs) in the Indo-Pacific Command (INDOPACOM) area of responsibility to conduct intelligence operations in permissive and semi-permissive threat environments.

• Provide a specialized red cell surveillance team, subject matter expert (SME) support, and realistic military training (RMT) exercise support.

• Conduct continuous physical and technical surveillance against the training audience, exploiting contractor-provided devices to simulate a modern technical threat.

• Provide direct feedback and analysis to the Exercise Control (EXCON) group on the training unit's digital and physical signatures, evaluated against the "Buzzard" Program of Instruction (POI) standards.

• Recruit, manage, and supervise surveillance role players.

• Acquire and manage non-standard lodging (e.g., Airbnb, VRBO) for training participants, ensuring specific operational and security requirements are met.

• Provide personnel to support EXCON functions, including evaluations and scenario facilitation.

• Red Cell Surveillance & Evaluation: Provide persistent, near real-time feedback to EXCON. The After-Action Report (AAR) must be comprehensive, accurate, and submitted on time. 95% of feedback must be timely and relevant to EXCON. Zero safety violations.

• Lodging Acquisition and Management: Lodging locations must meet specified capacity, location, and security requirements. All logistics must be handled by the contractor without government intervention. 100% compliance with lodging specifications. No more than one valid participant complaint regarding lodging issues.

• Project Management: Attend all required conferences and ensure all deliverables are submitted on time and meet PWS requirements. 100% attendance at required planning conferences. 100% of deliverables submitted by the stated deadline.

• Period of Performance: Commences upon award of the contract. Exercise execution is from July 28, 2026, to August 14, 2026. Post-exercise activities include a planning conference (week of July 20-24, 2026) and an After-Action Report conference (week of August 25-29, 2026).

• Place of Performance: San Diego County, California.

• Contractor personnel must possess an expert-level understanding of the specific Tactics, Techniques, and Procedures (TTPs) taught in the cooperating Reconnaissance Battalion's "Buzzard" POI.

• Personnel qualifications include specific experience in Special Operations Forces, intelligence, surveillance, and security clearances (DOD SECRET).

• Lodging must be non-standard, secure, and located to support team integrity and operational security (OPSEC).

• All intellectual property created under this PWS becomes the property of the U.S. Government.

• Travel costs are not reimbursable unless specifically provided for in the contract.
