NOTICE OF INTENT FOR SOMASCAN ASSAY KITS

Notice of Intent (Sole Source)

This is a Notice of Intent to award a sole source, firm-fixed price purchase order to SomaLogic Operating Co, Inc. for SomaScan 7K and 11K assay kits. This notice is not a request for quotations and is published under FAR 5.101(a)(1) and 13.106-1(b)(2) / 13.501(a) for a sole responsible source.

• Procurement of 15 SomaScan 7K and 11K assay kits.

• Kits are required to measure 11,000 proteins across 10 logs of concentration dynamic range with median %CV <5% across all analytes, using less than 150 uL of human biological samples (Serum, Plasma, CSF, Urine, Cell Lysate, Tissue Homogenate).

• The data generated must be directly comparable to previously generated data using the same kits, as many studies are continuations of longitudinal studies.

• Sole source award.

• Firm-fixed price purchase order.

• Shipping FOB destinations to BLDG 10 - Clinical Center 7th Floor, Wing N 10 Center Drive, Bethesda, MD 20814.

• This is not a solicitation for competitive quotations.

• Interested sources that could provide comparable services may submit a capability statement to Linda.Smith2@nih.gov by 5:00 pm EST on May 13, 2026, to be considered for a determination not to compete.

• Sole source award under 41 U.S.C. 253(c)(1) and FAR 6.302-1 (b)(1)(i) due to only one source being available.

• The government plans to award a contract within 7 days of this notice.

• Any responses received after the specified date and time will not be considered.

• The government is not obligated to award a contract or pay for any information provided.

Justification for Other Than Full and Open Competition

This document justifies the acquisition of SomaScan 7K and 11K assay kits for the Center for Human Immunology (CHI) at the National Institutes of Health (NIH). The kits are needed to analyze clinical samples for systems biology research, specifically to measure over 11,000 proteins across a wide dynamic range with high throughput and accuracy. This acquisition is critical for ongoing clinical trials and longitudinal studies where data comparability with previous studies is essential.

• Purchase of 15 SomaScan 7K and 11K assay kits.

• Kits must be compatible with the existing SomaScan V4.1 Assay system and Tecan Fluent Liquid Handling platform.

• Ability to measure >11,000 proteins across 10 logs of concentration dynamic range.

• SomaLogic Operating Co. is identified as the sole manufacturer of compatible kits.

• Market research indicates SomaLogic is the only source that manufactures compatible kits meeting the requirement, and their equipment and software integrate exclusively with these kits.

• Not applicable, as this is a justification for other than full and open competition.

• The CHI is the only authorized entity at NIH to purchase and operate the SomaScan Assay system, having invested over $1.5 million in equipment and training.

• Using alternative kits or methods could void equipment warranties and necessitate costly re-analysis of samples.
