This document is a simplified acquisition justification for a sole-source procurement of proprietary replacement parts for mission-essential government-owned equipment. Specifically, the 846th Test Squadron requires these parts to repair two manikins, LOIS-9 and LARD-23, which are critical Anthropomorphic Test Devices (ATDs) used in mandatory USAF aircraft emergency egress system testing. The manikins are currently unserviceable due to damage sustained during testing.

• Proprietary mechanical replacement parts for LOIS-9 and LARD-23 manikins.

• Parts must be OEM-certified to ensure required form, fit, function, and biofidelic certification.

• The specific parts required are detailed in the Statement of Work (SOW), Attachment 1.

• Contract Type: Firm Fixed Price purchase order.

• Estimated Contract Cost: $21,365.00.

This document is a sole-source justification, not a solicitation requiring proposal submissions. It outlines the rationale for procuring directly from the OEM.

This is a sole-source procurement justified under FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Humanetics Innovative Solutions, Inc. is the only source capable of providing the required proprietary parts because the government does not own the drawings, manufacturing specifications, or intellectual property for these custom-designed manikin systems.

• The original ATDs were supplied by Humanetics Innovative Solutions, Inc. under contract FA860624CB002.
• Using non-OEM parts would invalidate the ATD's airworthiness certification, compromise test data integrity, and create safety risks.
• Reverse-engineering is not feasible due to the small quantity and complexity of the parts.
• Acquiring entirely new manikins is estimated at $600K each, making it an uneconomical alternative.
• Efforts to obtain competition for this specific sustainment effort are not practical due to prohibitive costs and schedule impacts of reverse-engineering, testing, and certifying a new source.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for purchasing unique replacement mechanical parts for Holloman High Speed Test Track (HHSTT) manikins (ATDs) used in USAF aircraft emergency escape system testing. These parts are needed to return two specific manikins, LOIS-9 and LARD-23, to service after damage sustained during testing.

• The contractor shall deliver specific replacement manikin parts for LOIS and LARD type ATDs.

• The parts must meet defined mechanical requirements, including dimensions, weight, center of gravity, hardness, and biofidelity, consistent with existing JPATS-based LOIS and LARD assemblies.

• Parts must have characteristics previously verified by 711 HPW/RH.

• Documentation requirements include parts illustrations, nomenclature within exploded assembly diagrams, and handling/installation/maintenance details from the LOIS and LARD product manuals.

• Delivery is required within 20 to 24 weeks after order placement.

• Deliverables are to be sent to 846 TS/TGTMI at Holloman Air Force Base, New Mexico.

• Parts are proprietary and manufactured by Humanetics Innovative Solutions, Inc.

• The parts are for custom-made manikins and are not commercially available off-the-shelf.

• The purchase is in accordance with Crew Systems Engineering Bulletin EZFC-CSB-16-001.
