- Supporting 15 talk groups with up to 9,999 users per group, including private mode and priority channel interruption.
- Maintaining direct access and management of current interoperability with state and local talk groups (SMART and J-SMART).
- Ensuring flexible interoperability with 3rd party interfaces into Land Mobile Radio (LMR) equipment.
- Maintaining continuity of all existing FBI-only talkgroups and phone numbers for active FBI MSAT devices.
- Providing general and technical support under the standard MSAT service plan.

Evaluation
This is not a request for competitive quotes. The FBI intends to negotiate with NIC4 INC. Interested parties may identify their capabilities to respond to this requirement. Responses must demonstrate clear and convincing evidence that competition would be advantageous to the Government. Information provided will be considered solely for determining whether to conduct a competitive procurement. The Government's decision not to compete this proposed award is at its sole discretion.
