This document is a Notice of Intent to award a sole source, firm-fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) contract to Heidrick & Struggles International, Inc. for Private Sector Leadership Engagement Support Services. The government has determined that this is the only vendor possessing the unique qualifications, proprietary methodologies, and proven expertise required for this critical mission.

This action is being taken under FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The government has conducted extensive market research and found no other vendor capable of meeting the requirements.

• This is NOT a request for quotes or proposals.
• Responses are invited to demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.
• Any information received will be considered for determining future competitive procurement opportunities.
• The Government will not be responsible for any costs incurred by responding.
• Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
